About this opportunity
The Lehighton Water Authority is requesting sealed bids for the Lehigh River Crossing Water Main Replacement project in Carbon County, Pennsylvania, with bids due August 26, 2026 via PennBid at 12:00 p.m. prevailing time and a non-mandatory pre-bid meeting on August 11, 2026. The contract is subject to Pennsylvania prevailing wage requirements and is partially funded by a Commonwealth of Pennsylvania grant through the Commonwealth Financing Authority.
The scope consists of approximately 375 linear feet of 12-inch ductile iron pipe water main installed via open excavation (including 65 linear feet crossing a levee) and approximately 775 linear feet of 20-inch high-density polyethylene water main installed via horizontal directional drilling, extending from Lehigh Drive in Lehighton Borough across the Lehigh River to Bridge Street in Weissport Borough. Work also includes water appurtenances, easement clearing, levee restoration and protection, and abandonment of existing 6-inch water main. All work must comply with Pennsylvania Department of Environmental Protection Chapter 102 erosion control and Chapter 105 flood protection requirements. Contractors must notify the Pennsylvania One Call System at least three days prior to excavation and provide PA DEP notification 15–30 days before construction commencement. Material excavated from levee work requires separate stockpiling and Standard Proctor compaction testing before reuse; abandoned pipes through the levee must be removed or grouted completely.
The contract is a unit price contract with payment based on actual quantities determined by the engineer. Bidders must demonstrate a minimum of 2 years' experience performing similar work and submit sworn statements regarding owned equipment, experience history, and financial condition within 7 days of bid opening. Bid security of not less than 10 percent of the total bid is required in the form of a certified check, bank money order, or bid bond. Substantial completion is due within 120 calendar days and full completion within 150 calendar days from contract commencement; liquidated damages are $1,500 per day for failure to achieve substantial completion. A one-year warranty period applies from substantial completion. Contractors must comply with Pennsylvania prevailing wage laws, public works employment verification requirements, nondiscrimination provisions, and applicable federal and state labor and safety regulations.
