The project involves managing a new four-story, 67,000-square-foot addition to the existing Legislative Hall, bringing the total building area to 147,890 square feet, plus 20,000 square feet of existing building renovation. The addition will serve as the new main entrance and include public spaces (meeting rooms, joint finance hearing room, welcome center, press room, cafeteria), a Capitol Police security suite, maintenance facilities, and offices and conference rooms for legislators and staff. The project aims to meet LEED Silver requirements, though certification will not be pursued. A concurrent architectural and engineering firm is conducting the design phase, including space planning, geotechnical investigation, environmental coordination, and documentation of historic features.

Evaluation criteria total 100 points across three parts: General Experience & Reputation (up to 20 points for logistical competency on similar-scope projects, up to 30 points for recent public-sector facility renovation or construction experience within one year); Organization and Capacity (up to 20 points each for organizational structure and proposed management team, and for defined approach and schedule); and Other Criteria (up to 5 points each for joint-venture or team experience and for firm location relative to project sites). Shortlisted firms will be invited to oral presentations with key staff participation. The selected firm will negotiate an AIA contract form with the State. Site visits are not available until after selection. No contract value, term, incumbency, or set-aside information is disclosed in the RFQ.

Opportunity text

The existing Legislative Hall building is located in Dover, Delaware. An assessment study and analysis of the existing building was completed in October, 2022, resulting in a recommendation to add programmatic space to meet the current and projected future requirements of Legislative Hall. The proposed building addition includes a new (4) story, 67,000 SF addition to Legislative Hall for a total new building area of 147,890 SF, with 20,000 SF of existing building renovation. The addition will be the new main entrance to Legislative Hall. The program of the addition includes public spaces such as meeting rooms, joint finance hear room, welcome center, press room, and cafeteria for the general public, security suite for Capitol Police, maintenance shop, loading dock, and storage rooms for Facility Maintenance, and offices, conferences rooms, employee break rooms for Legislators and Staff, and other miscellaneous support spaces. The renovation work includes connection between the existing and new building, as well as reconfiguration of rooms to support new layout for the Legislators and Staff. An overall goal of this project is to meet LEED Silver requirements, although OMB/DFM will likely not be seeking certification. Simultaneous to this selection process, an architectural/engineering firm has begun working on the Design phase of the project to include, amongst other tasks, space planning and programming, coordination of project requirements with the City of Dover, DelDOT, and DNREC, geotechnical investigation, coordination with environmental requirements, digital scanning of the existing building, documentation of historic features and requirements.
