The Kansas Supreme Court Office of Judicial Administration is requesting competitive proposals for legal services to represent the Kansas Judicial Branch, its judicial officers, and employees in civil litigation and related matters, with proposals due November 4, 2026 at 2:00 p.m. CST.

The scope covers prosecution and defense of civil litigation, Kansas Open Records Act and Open Meetings Act matters, contract and procurement disputes, constitutional challenges, employment-related matters, civil rights claims, and other legal matters as determined by OJA. Bidders must identify the types of cases and legal services for which they seek consideration and demonstrate relevant experience, trial readiness, and capacity to handle urgent or expedited matters. Solo practitioners and law firms may respond.

The initial contract term runs from award through June 30, 2030, with two optional 12-month renewal periods. Compensation is hourly, with bidders required to provide maximum rates by timekeeper category (Partner/Of Counsel, Associate Attorney, Paralegal/Legal Assistant, Law Clerk, and Other). Rates must remain firm for the specified period and apply statewide. Travel time may be billed at no more than 50 percent of the applicable hourly rate. Reimbursable expenses include filing fees, court costs, expert witness costs, and approved travel at actual costs not exceeding Kansas state travel rates; non-reimbursable costs include general office overhead, routine administrative support, and computer-assisted legal research charges. No minimum volume of work is guaranteed.

Bidders must maintain professional liability insurance with minimum limits of $250,000 per claim and $500,000 annual aggregate. Mandatory requirements include State of Kansas vendor registration, current tax clearance certification from the Kansas Department of Revenue, compliance certifications regarding the Immigration Reform and Control Act of 1986, sexual harassment policy acknowledgment, certification of non-engagement in boycotts of Israel, and non-procurement of covered telecommunications equipment. Bidders may claim eligibility for the Certified Business Bidder Preference Category or Disabled Veteran Owned Business Category if they meet requirements and provide supporting documentation.

Written questions are due by close of business October 16, 2026. No pre-proposal conference is scheduled. Award will be based on cost, proposal adequacy and completeness, bidder understanding, compliance with RFP terms, experience with similar services, qualified staff, methodology, and the State's best interest.
