About this file
This is a vendor response form (Attachment B) for a Legal Services RFP issued by the Kansas Supreme Court Office of Judicial Administration (OJA) seeking competitive proposals from qualified attorneys and law firms to provide legal representation to the Kansas Judicial Branch, its judicial officers, and employees in civil litigation and related matters. The form requires bidders to provide narrative responses addressing multiple qualification criteria, including an overview of the bidder's practice or law firm, relevant practice areas and legal experience, governmental and public-sector experience, litigation experience across various contexts, and experience with specific legal areas such as public records, constitutional claims, employment law, administrative law, procurement, contracts, and civil rights matters. Additionally, bidders must demonstrate their capacity to handle urgent, expedited, or emergency matters and describe their staffing, supervision, and quality control processes.
The response form further requires bidders to detail their cost-control practices and billing management processes, disclose any disciplinary history, sanctions, or malpractice claims, provide client references for similar legal services, and confirm their professional liability insurance coverage. Specifically, bidders must verify that they currently meet or will meet upon contract execution the minimum professional liability insurance requirements outlined in the RFP, including details regarding coverage type, coverage limits, deductibles or self-insured retention amounts, whether coverage applies to all attorneys in the proposal, and any exclusions that could affect coverage under the resulting service contract. Attorney-specific qualifications, admissions, and capability/coverage information must be provided separately in the Attorney Response worksheet.
