About this opportunity
The Kansas Department of Health and Environment is requesting proposals for Lead Testing & Reduction Program Services under an indefinite-quantity contract, with proposals due September 24, 2026 at 2:00 p.m. CDT. Questions must be submitted by August 31, 2026.
The scope encompasses development, hosting, and maintenance of a program-specific website and data visualization platform operational within 60 days of award; coordination of lead sampling at EPA-certified laboratories using EPA-recommended protocols; distribution of sampling kits to schools and childcare facilities; management of test-results databases; training on lead exposure risks and testing procedures; and supply of fixture remediation products (water pitchers, filter kits, bottle filling stations, drinking fountains) when elevated lead levels are detected. All services must align with EPA 3Ts (Training, Testing, and Taking Action) guidance for reducing lead in drinking water.
The initial contract term runs from award through December 31, 2027, with four optional twelve-month renewal periods contingent on performance, funding availability, and program needs. Pricing operates under a Net 30 indefinite-quantity structure with no guaranteed volume. The program is supported by EPA grant funding under the Safe Drinking Water Act and related federal legislation, though a specific funding cap is not disclosed in the RFP.
Evaluation criteria include cost, proposal adequacy and completeness, bidder understanding of project scope, compliance with RFP terms, experience with similar services, qualified staffing, and methodology. The Procurement Negotiation Committee will make the award.
Bidders must register with the State of Kansas, obtain a Tax Clearance Certificate from the Kansas Department of Revenue, and submit certifications on immigration compliance, sexual harassment policy, Israel boycott status, and foreign telecommunications equipment prohibitions. Bidder preference programs are available for Certified Businesses and Disabled Veteran Owned Businesses with supporting documentation. Electronic funds transfer is required unless written alternative-payment approval is obtained. The procurement officer is Lily Lundy (lily.lundy@ks.gov, 785/296-0714). Proposals must be submitted electronically to procurement@ks.gov or by courier to the Department of Administration Procurement and Contracts, 900 SW Jackson Suite 451-South, Topeka, Kansas 66612-1286.
