About this opportunity

The Metropolitan Water District of Salt Lake & Sandy is soliciting proposals for Construction Manager/General Contractor services on the Little Cottonwood Water Treatment Plant Rebuild Project in Cottonwood Heights, Utah, with proposals due September 22, 2026, and a mandatory pre-proposal site meeting on August 25, 2026. This is a two-phase CM/GC delivery model with Phase I preconstruction services culminating in a guaranteed maximum price and Phase II full construction and commissioning through substantial completion targeted for December 31, 2032.

The scope encompasses reconstruction of portions of the LCWTP (operational since 1960, currently treating 150 million gallons per day for approximately 500,000 residents in Salt Lake City and Sandy City) to maintain service during hazard events, upgrade chemical feed and filtration processes, and improve electrical and control systems. The CM/GC must self-perform at least 40 percent of total work on a monetary basis and demonstrate bonding capacity of at least $800 million. The Owner will select Electrical/Instrumentation, Integration/Programming, Public Engagement, and Survey scopes in partnership with the selected CM/GC.

The Engineer's Class 5 opinion of probable construction cost is approximately $800 million. Funding is anticipated from traditional bonding, State Revolving Fund, state funds, WIFIA funds, and BRIC funds. The contract term extends through December 31, 2032, with notice to proceed expected December 15, 2026, to precede the 2034 Winter Olympics.

Evaluation uses a best-value process: CM/GC Profile (11%), Project Team Structure and Key Personnel (38%), Relevant Project Experience (17%), and Project Approach (34%), scoring to 60 points in proposal evaluation plus 40 points in interviews and pricing for a maximum of 100 points. Interviews are scheduled for October 26 through November 5, 2026, with final selection notification anticipated for November 5. Shortlisted firms must submit pricing seven days prior to their interview. Proposals are limited to 35 pages (excluding appendices) with 11-point minimum font for body text. Addendum No. 1, issued September 10, 2026, clarifies font sizing, electrical subcontracting scope, and pricing submission procedures. A maximum of five attendees per firm may attend the mandatory site walk on August 25 at 2:00 p.m.

Opportunity text

Firms interested in providing construction manager/general contractor (CM/GC) services for the Project should submit their Proposal according to the requirements set forth in this RFP, including the format and content guidelines in Section 6. Proposals will be reviewed, evaluated, and ranked using a best-value selection process, as described in Section 7, for award of the Little Cottonwood Water Treatment Plant Rebuild Project Construction Manager/General Contractor Agreement which is provided as RFP Attachment B. The Project is to be designed and constructed in two phases using the CM/GC delivery method. Phase I preconstruction services encompass constructability reviews, value engineering, estimating, risk management, and scheduling activities. Phase I is completed when there is agreement on the Project schedule and guaranteed maximum price (GMP). Phase II construction services, in which the CM/GC assumes the general contractor role, encompasses further design review, risk management, procurement of subcontractors and vendors, equipment procurement, self-performance of certain elements of the construction (where permitted and at the Owner's discretion), and full construction and commissioning, which may occur in a single or multiple GMP packages, at the discretion of the Owner.
