About this opportunity
The Mount Penn Borough Municipal Authority is seeking bids for the Laurel Avenue Water Main Replacement project located in Berks County, Pennsylvania. The procurement involves the installation of approximately 760 linear feet of 8-inch ductile iron water main and 110 linear feet of 4-inch ductile iron water main, along with associated appurtenances and reconnection of 13 existing water services on Laurel and Summit Avenues. Bids will be received electronically via the PennBid Program until 2:00 p.m. local time on Thursday, November 6, 2025, with a mandatory pre-bid conference scheduled for Tuesday, October 21, 2025, at 10:00 a.m. at the municipal authority's field office. Bidders must attend the pre-bid conference to be eligible to submit a bid, and all project documents are available at no cost through the PennBid Program. Evaluation criteria will focus on the lowest responsive and responsible bidder, with bid prices remaining valid for 60 to 120 days pending governmental approvals or funding processes.
No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the documentation. The project will be awarded on a unit price basis and requires bidders to submit comprehensive documentation, including 10% bid security, a list of subcontractors, equipment and materials list, qualification statements, and a public works employment verification form. Contractors must comply with prevailing wage requirements, non-discrimination clauses, and the Steel Products Procurement Act. While no incumbent vendors are identified, the project involves replacing existing water infrastructure and requires coordination with local utility entities including Antietam Valley Municipal Authority, Pennsylvania Electric Company, and Reading Area Water Authority. The total project area involves a limit of disturbance of 0.11 acres, with specific technical requirements for pipe installation, thrust blocking, utility crossings, and area restoration. Although a specific budget range is not provided, the project scope suggests a moderate-scale municipal infrastructure replacement initiative.
