About this opportunity

The State of Minnesota Department of Administration is requesting proposals for laundry and linen cleaning services for Minnesota Direct Care and Treatment (DCT) facilities, with responses due October 27, 2026, through the SWIFT Supplier Portal. Questions are due October 15, 2026. Minnesota-based small businesses meeting state Small Business Procurement Program criteria — including those majority owned by racial minorities, women, persons with disabilities, or veterans, or located in economically disadvantaged counties — are encouraged to apply and may receive preference points of up to 120 points in evaluation.

The scope covers full-range laundry processing for state-owned items across 18 DCT facility locations: bath towels, hand towels, washcloths, flat and fitted sheets, draw sheets, blankets, pillowcases, mattress pads, reusable underpads, bedspreads, quilts, clothing protectors, patient gowns, tablecloths, robes, mop heads, rugs, and rags. Rental items are excluded. Contractors must maintain a minimum of three consecutive years of commercial laundry experience serving medical facilities, designate a dedicated account manager available Monday through Friday, 8:00 a.m. to 5:00 p.m. Central Time, and comply with MHSATS Policy No. 420-4185 for linen and laundry standards and MHSATS Policy No. 310-4070 for cleaning and disinfection. Laundry is weighed and charged after processing using annually certified scales; pricing is quoted per clean, dry pound. Contractors furnish and maintain lift-equipped laundry carts sanitized before return. Pricing is FOB Destination, prepaid with freight included; separate cart rental and demurrage charges are prohibited.

The estimated contract value is $150,000 to $180,000 for one year. The contract term runs January 1 through December 31, 2027, with an option to extend up to 48 additional months in increments determined by the State. Evaluation uses a 1,000-point weighted scale: acceptance of State terms and conditions (200 points) and cost detail (800 points), plus up to 120 preference points for eligible small businesses. The State reserves the right to award to one or multiple vendors. Insurance requirements include Commercial General Liability ($2 million per occurrence), Commercial Automobile Liability ($2 million combined single limit), Workers' Compensation per Minnesota statute, and Property of Others Insurance. Responses remain firm for 180 days.
