About this opportunity
The City of Boston, Massachusetts, through its Public Works Department, is requesting bids on landscape maintenance services for municipal lots, parcels, stairs, and footpaths across two geographically defined service areas under IFB EV00018038, with bids due October 28, 2026, at 2:00 p.m. Boston time and questions due October 20, 2026, at 5:00 p.m. This solicitation will result in two separate contracts.
The scope includes routine mowing (2–4 inches height), trimming, comprehensive debris and trash removal, and seasonal cleanups. For municipal parking lots, services occur weekly; for stairways, footpaths, and parcels, services occur monthly except during snow periods. Work encompasses sweeping pavement surfaces, emptying trash receptacles, removing accumulated leaves and paper, hand-trimming around obstacles and trees, and maintaining clear pedestrian access. Contractors must demonstrate 3–5 years of experience managing municipal or commercial contracts of similar size, possess available staff and equipment capacity, and provide an equipment list and proof of insurance: Workers' Compensation ($1,000,000 employer's liability), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Umbrella Liability ($1,000,000).
The estimated appropriated budget is approximately $70,000 per area per year. Pricing is deliverable-based, calculated per service occurrence, with monthly invoicing upon satisfactory completion. The base contract term runs November 1, 2026, through April 14, 2027, with two optional twelve-month renewal periods (April 15, 2027–April 14, 2028, and April 15, 2028–April 14, 2029). Award will be made to the lowest responsive and responsible bidder; the City reserves the right to award no more than three areas to a single bidder unless determined otherwise to be in the City's best interest. Contractors must comply with the Boston Jobs, Living Wage, and Prevailing Wage Ordinance, heat illness protection requirements, and wage theft prevention standards. All bids are subject to Massachusetts General Law Chapter 30B. Bid documents are available through the City of Boston's Supplier Portal at boston.gov/departments/procurement. Contact: Stephen Powers, Public Works Department, Stephen.Powers@boston.gov or 617-635-0233.
