The contract period extends from the date of award through May 30, 2027, with completion required within 21 calendar days from the Notice to Proceed, and liquidated damages are assessed at $500 per day for delays beyond this period. The bid closing date is May 19, 2026, at 2:00 PM CST, with written questions requiring clarification due by May 13, 2026; no pre-bid conference is scheduled. All bidders must accept the State's terms and conditions, and bid responses become property of the State subject to the Kansas Open Records Act; the State reserves the right to accept or reject any or all bids and waive informalities. A performance bond equal to 5 percent of the contract price is required, and payment terms are net 30 days following delivery and acceptance with 10 percent retainage held until final completion. Prices shall remain firm for the entire contract period and must be submitted as lump sum bids for each project component with unit cost rates provided for individual line items, including all applicable Kansas sales tax on materials and labor where applicable as well as federal excise taxes.
