About this opportunity

The Brazos River Authority is soliciting proposals for preliminary engineering services related to the Lake Limestone Hydrostatic Relief System Assessment at Sterling C Robertson Dam, with proposals due August 14, 2026.

The scope encompasses site reconnaissance, data review, condition assessment of the Hydrostatic Pressure Relief Systems (HPRS), seepage and stability analysis, visual inspection of drainage infrastructure, bathymetric surveys of the downstream river channel, and related services. The HPRS instrumentation currently consists of well point type piezometers, settlement plates, and survey monuments that require assessment and potential repair, replacement, or abandonment based on condition evaluation. Sterling C Robertson Dam, constructed in 1978, features a 400-foot concrete spillway, 3,000-foot east and west embankments, and operates at a normal pool elevation of 363 feet mean sea level with a storage capacity of 208,017 acre-feet.

The preliminary engineering services portion of the total project budget is estimated at $2.5 million. The broader program totals $11.2 million, comprising $5.2 million for construction and $3.5 million for design. The Brazos River Authority notes that estimated scope and budget are subject to change pending review of the published RFP.

The Authority will advertise the formal RFP in August 2026. Questions during the advertising period should be submitted through the BidNet Direct portal or directed to Allison Sheeler, Purchasing Agent, at allison.sheeler@brazos.org. Project inquiries may also be directed to Steve Hamlin at 254-761-3172.
