About this opportunity

Arizona State Parks & Trails is requesting proposals for design and manufacturing of a specialized NAVAID maintenance boat for Lake Havasu State Park under RFP BPM007686, with proposals due July 29, 2026. The vessel is a single-agency procurement with no pre-offer conference scheduled.

The scope is a 30-foot landing craft-style work boat with a 10-foot beam, maximum trailered height of 13 feet 6 inches, designed to retrieve and deploy buoys at Lake Havasu. Required features include a hydraulic bow door, automatic bilge pumps, I-beam hoisting frame rated for 2,000-pound loads, minimum 100-gallon fuel tank, dual Mercury 250 hp outboard engines with joystick control, forward pilothouse with navigation equipment, 8 kilowatt generator, dual air conditioning units, VHF radio, GPS, and U.S. Coast Guard–compliant navigation and safety lighting. The completed watercraft must be delivered no later than October 31, 2027, with a minimum one-year warranty included.

The contract term is 15 months from the effective date, with possible extensions in increments of one or more month up to a maximum aggregate term of five years at State discretion. Pricing must be firm and fixed, all-inclusive of ancillary fees and all costs to accomplish the scope of work. Contractor warrants that pricing will equal or better the lowest prices and largest discounts offered to other customers for equivalent services and materials; price reductions offered to other customers must be provided concurrently. Price increase requests require ninety days advance notice when possible and a minimum sixty days notice through formal contract amendment, and initial prices are honored for one year post-award.

Evaluation criteria are weighted as follows: Method of Approach at 40 percent (boat design, watercraft functionality, lift mechanism functionality, and transportability at 10 percent each), Experience/Expertise at 35 percent, and Cost at 25 percent. Offerors must submit pricing in any format (documents, spreadsheets, pictures) with clear itemization. A Best and Final Offer round will follow negotiations with susceptible offerors. Inquiries must be submitted through the Arizona Procurement Portal at least three business days before the due date. Award is conditional upon the contractor providing a valid Certificate of Insurance aligned with contract requirements and receiving written Procurement Officer approval to proceed.

Offerors must provide a Letter of Insurability, Organization Profile, Key Personnel documentation, Experience and Capacity Response, references demonstrating three relevant assignments within the preceding five years (including at least one public sector project), Conformance Statements and Exceptions Requests in Excel format, and disclosure of artificial intelligence use in proposal preparation. Offers remain firm for 180 days, with this period restarting upon submission of revised offers or BAFOs.
