About this opportunity

The Oregon Department of Administrative Services is requesting bids on the Justice Building Parking Lot Security Upgrades via ITB S-10700-00017951, with bids due October 21, 2026 at 2:00 PM Pacific Standard Time and a mandatory pre-bid conference held October 7, 2026. Attendance at the mandatory pre-bid conference is a threshold requirement — bids from bidders who did not attend in person or through an authorized representative will be rejected as non-responsive.

The scope encompasses construction of a decorative metal security fence around the perimeter of a 42-space parking lot at 1162 Court Street NE, Salem, Oregon; two automated vehicular gates with one-way circulation (ingress from Waverly Street, egress to 12th Street NE); four automated pedestrian gates; electrical and low-voltage infrastructure for access control and communication systems; demolition and removal of existing asphalt, concrete, curbs, and sidewalks; salvage and relocation of site elements including bike lockers, racks, and mailboxes; and tree removal and replacement. The contractor must provide delegated design and deferred submittals for fence and gate systems, obtain all electrical and low-voltage permits, and comply with 2024 Oregon Standard Specifications and City of Salem requirements.

The project cost estimate for bonding purposes is $350,000 to $400,000, funded entirely by State funds. Substantial completion is required within 90 calendar days of Notice to Proceed, with final completion within 30 days thereafter. Liquidated damages of $500 per calendar day apply for missing substantial completion. All contractors and subcontractors must be registered with the Oregon Construction Contractors Board and maintain current licenses. Prevailing wage rates established by the Oregon Bureau of Labor and Industries for Marion County (BOLI Region 3) as of September 3, 2026 apply. State Buy America requirements mandate that steel, iron, coatings, and manufactured products incorporated into the permanent structure be produced in the United States. Bid security of 10 percent of the total bid amount is required; the successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract price within seven days of award. Criminal record checks are required for all contractor and subcontractor employees before site access.
