About this opportunity

Illinois Department of Central Management Services, in agreement with the Chief Procurement Officer for General Services, is requesting bids for a Joint Purchase Master Contract for waste hauling services in Territory S (Regions 8, 9, and 10) under IFB reference number B-53640, with bids due September 29, 2026 and a mandatory pre-bid conference on September 22, 2026 at 10:00 a.m. via Webex.

The contract is an indefinite-quantity master contract available to all governmental units and qualified not-for-profit agencies within the territory on an as-needed basis. The awardee must supply all containers and equipment for solid waste, yard waste, and compacting waste hauling, including 90-gallon totes and dumpsters ranging from 1 to 8 cubic yards with service frequency determined by end-users. On-demand roll-off services in 10, 20, 25, and 30 cubic yard sizes must be picked up no later than the end of the next business day. The awardee must maintain a single point of contact for account management and provide monthly invoicing in arrears itemizing facility address, service type, container size, pickup frequency, overage charges, and service dates. All services must be performed in Illinois at 100% of contract value.

The contract term runs January 1, 2027, through December 31, 2029, with a maximum total term not to exceed ten years including renewals or extensions. No maximum contract amount applies as this is an indefinite-quantity contract; pricing is submitted through BidBuy based on line items specified in the IFB. The awardee must maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law. Subcontracts exceeding $100,000 annually require prior State approval. The State reserves termination rights for cause, for convenience with thirty days' written notice, or if appropriations become unavailable. Bids remain firm for 180 days from opening. Questions are due 72 hours before bid opening. The State may partially or fully fund the contract with federal funds, with the percentage and dollar amount disclosed upon notice of award. A $15 administrative fee applies to contracts of $1,000 or more, deducted from the first Comptroller payment. Awards will be made to the lowest-priced responsive and responsible bidder; multiple awards by region are possible.
