About this opportunity

The Illinois Department of Central Management Services, in coordination with the Chief Procurement Officer for General Services, is soliciting bids under an Invitation for Bid to establish a Joint Purchase Master Contract for waste hauling services covering Territory N (Regions 2, 3, and 4), with bids due September 29, 2026 and a pre-bid conference scheduled for September 22, 2026 at 10:00 a.m. via Webex.

The State intends to award contracts by region, allowing for multiple awards from this solicitation. Vendors must provide solid waste, yard waste, and compacting waste hauling services on an as-needed basis to governmental units and qualified not-for-profit agencies. Bidders must submit an Offer to the State of Illinois, a Vendor Disclosure form or IPG Active Registered Vendor Disclosure, and applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans. Bids must be submitted exclusively through BidBuy and must remain firm for 180 days from opening. The State will award contracts to the lowest-priced responsive and responsible bidder. No bid bonds or performance bonds are required.

Vendors must be registered with the State of Illinois, authorized to conduct business in Illinois through the Secretary of State, and demonstrate financial capability to perform contract requirements. Companies with 15 or more employees must register with the Illinois Department of Human Rights Public Contracts Unit. Vendors with contracts exceeding $50,000 must register with the State Board of Elections. Vendors must comply with Illinois Procurement Code requirements including ethics certifications, debarment status disclosure, conflict of interest declarations, and drug-free workplace compliance.

A $15 administrative fee applies to any bidder awarded a contract of $1,000 or more, deducted from the first payment issued. The solicitation may be partially or totally funded with federal funds, with percentages and amounts disclosed upon notice of award. Bid opening is September 29, 2026 at 10:05 a.m.
