About this opportunity

The state of Illinois, through the Department of Central Management Services (CMS), is issuing an Invitation for Bid (IFB) to establish a joint purchase master contract for the procurement of JPMC striping machine repair parts. The contract will enable governmental units and qualified not-for-profit agencies within Illinois to purchase these parts on an as-needed basis during the contract period, which has an initial term of three (3) years and may not exceed a total of ten (10) years. Vendors must be registered in the State's BidBuy procurement system to participate, and all responses must be submitted electronically through the BidBuy system by the due date of July 14, 2021. Pricing for the parts must be submitted in a specific format, with an economic price adjustment clause allowing for one upward adjustment per year based on the Producer Price Index. There is no specific value or volume guarantee for the contract, as it is for an indefinite quantity.

A 2% Business Enterprise Program (BEP) goal for minority, women, and persons with disabilities participation has been established for this procurement, and vendors must submit a Utilization Plan demonstrating how they will meet the goal through self-performance or subcontracting. No Veteran Small Business Participation (VSB) goal has been set. The state has provided a directory of certified BEP vendors that can be leveraged by the vendors submitting bids. A pre-bid conference will be held on June 29, 2021 to discuss the BEP and VSB requirements. The state has not provided any information on incumbent vendors or the available budget for this procurement.
