About this opportunity

The Illinois Department of Information Technology is soliciting proposals for a single qualified vendor to provide Adobe professional services, software licenses, and maintenance for all Adobe products listed on Adobe.com under RFP 26-448DOIT-ADMIN-B-53894, with proposals due October 7, 2026 at 2:00 PM CT. This is a Joint Purchase Master Contract (JPMC) available to all State of Illinois agencies, governmental units, and qualified not-for-profit organizations on an as-needed basis with no minimum purchase guarantees. The RFP carries a 5 percent Business Enterprise Program (BEP) goal for contracting with minority, women, and persons with disabilities-owned businesses; bidders must complete a BEP Utilization Plan demonstrating either self-performance as a BEP-certified vendor, split goals with identified BEP-certified subcontractors, reliance on certified subcontractors to meet the full goal, or submission of a waiver request with good faith effort documentation.

The scope encompasses all Adobe products including Acrobat Sign, Creative Cloud Pro, Adobe Analytics Enterprise, Journey Optimizer, AEM Sites and Optimizer, and Adobe Target Premium. Vendors must provide percent discount pricing based on GSA list prices for all Adobe products and services, plus fully burdened hourly rates for value-added professional services including Solutions Architects, Implementation Specialists, Systems Engineers, Project Managers, Network Engineers, Field Service Technicians, and Support Engineers. All pricing must be firm and fixed and submitted exclusively through BidBuy; value-added service rates must remain firm for the first two years, with one upward price adjustment thereafter allowed annually based on the Consumer Price Index. Vendors must demonstrate Adobe authorization and certification, comply with DoIT Cloud Hosting Terms and Conditions, maintain 24/7 critical incident support, provide license tracking and reporting systems, establish service level agreements, and adhere to NIST 800-53 Revision 5 security standards.

The State has invested approximately $13 million annually on average since 2020 in Adobe products and implementations. The contract will have an initial term of ten years with no extensions permitted. Place of performance is presumed to be the United States unless otherwise specified; any work initially evaluated as performed domestically that is subsequently shifted outside the country constitutes a breach of contract. Proposals are evaluated on technical requirements (1000 points), commitment to diversity (200 points), and pricing (240 points), totaling 1440 possible points. A non-mandatory pre-submission conference is scheduled for September 16, 2026 at 3:00 PM CT. Questions are due September 23, 2026 at 5:00 PM CT. The anticipated contract start date is eight weeks after proposal submission, with a licensing renewal start date of December 22, 2026.
