About this file

This document is a Price Instructions attachment for a Request for Proposal (RFP) issued by the Illinois Department of Innovation and Technology (DoIT) for Adobe Products & Professional Services (RFP 26-448DOIT-ADMIN-B-53894). The solicitation seeks qualified vendors to provide Adobe professional services, software licenses, and maintenance for all products listed on the Adobe website, with services to be made available to all governmental units and qualified not-for-profit agencies within the State of Illinois. The pricing structure includes 21 base product line items with established unit costs ranging from $450,000 to $15,300,000, 10 value-added professional services categories with fully burdened hourly rates, and a five-year licensing agreement with an effective date of December 22, 2026. Offerors must enter pricing information exclusively through BidBuy, with separate attachments, spreadsheets, or cost proposal documents strictly prohibited.

All proposed pricing must be firm and fixed, reflecting the complete cost of providing products and services including labor, materials, travel, overhead, and administrative expenses. Offerors shall enter unit costs and applicable discount percentages for each line item in BidBuy; labor rates for professional services positions including Solutions Architects, Implementation Specialists, Systems Engineers, Project Managers, Network Engineers, Field Service Technicians, Support Engineers, and Training Services personnel must be fully burdened hourly rates inclusive of all associated costs. The pricing schedule quantities and units of measure are for evaluation purposes only and do not represent guaranteed, minimum, or estimated contract usage. Erroneous submission of pricing documents outside the designated BidBuy format may result in disqualification of the entire proposal.
