About this opportunity
The County of Orange, John Wayne Airport is requesting competitive bids for a Job Order Contract for general construction services with bids due October 2, 2026, at 2:00 p.m. through the County's electronic eProcurement Portal. Attendance at a mandatory pre-bid webinar on September 23, 2026, at 10:00 a.m. is required to remain eligible; late arrivals after 10:10 a.m. will not be admitted. Only prequalified general contractors holding a valid California State Contractor's License, Classification B, and a valid DIR Public Works Registration Number may bid.
The scope encompasses on-demand general construction services at John Wayne Airport facilities under a unit-price structure. Pricing is established through the Construction Task Catalog organized by CSI MasterFormat, with unit prices adjusted by the contractor's bid adjustment factor encompassing overhead, insurance, bonding, project management, permits, and risk. Work includes both airport-secured areas (requiring TSA security clearance and identification badge processing for all personnel) and non-secured areas. Contractors must comply with California prevailing wage requirements, FAA standards, stormwater pollution prevention, safety plans, and airport security protocols. The contract includes a 1 percent Gordian Group JOC System License Fee payable within ten days of each job order.
The estimated contract value is $2.67 million for a one-year term from execution through fiscal year 2026-27, with a maximum aggregate not to exceed $9 million and no minimum work guaranteed. Successful bidders must provide a bid bond of 10 percent of the total bid amount and subsequently provide Performance and Payment Bonds each equal to 100 percent of the contract amount within fourteen days of board award. All work is subject to liquidated damages of $500 to $10,000 per day if schedules are not met. Contractors must demonstrate a minimum of six completed projects within the past ten years of similar size, scope, and complexity. IFB questions are due September 28, 2026, at 2:00 p.m. Nine of ten prequalified vendors confirmed attendance at the pre-bid meeting; MIK Construction did not attend.
