About this file

This Technical Specifications document supports the County of Orange, John Wayne Airport's Job Order Contract (JOC) solicitation for general construction services in California. The contract seeks on-demand general construction services at airport facilities organized through the Construction Task Catalog using CSI MasterFormat unit-price structure. Prequalified general contractors holding valid California State Contractor's License Classification B and DIR Public Works Registration are eligible to bid. The mandatory pre-bid webinar is scheduled for September 23, 2026, at 10:00 a.m., with late arrivals after 10:10 a.m. ineligible to participate. Bids are due October 2, 2026, at 2:00 p.m. through the County's eProcurement Portal. IFB questions must be submitted by September 28, 2026, at 2:00 p.m. The contract term runs one year from execution through fiscal year 2026-27, with an estimated value of $2.67 million and maximum aggregate not to exceed $9 million, with no minimum work guaranteed.

Pricing is established through contractor-submitted unit prices adjusted by a bid adjustment factor covering overhead, insurance, bonding, project management, permits, and risk, plus a 1 percent Gordian Group JOC System License Fee payable within ten days of each job order. Successful bidders must provide a bid bond of 10 percent of the total bid amount and subsequently Performance and Payment Bonds each equal to 100 percent of the contract amount within fourteen days of board award. All work is subject to liquidated damages of $500 to $10,000 per day for schedule non-compliance. Contractors must demonstrate a minimum of six completed projects within the past ten years of similar size, scope, and complexity. Work encompasses both airport-secured areas requiring TSA security clearance and identification badges and non-secured areas, with compliance required for California prevailing wage, FAA standards, stormwater pollution prevention, and airport security protocols. Nine of ten prequalified vendors confirmed attendance at the pre-bid meeting.
