About this opportunity

The State of Utah Division of Forestry, Fire and State Land is requesting bids for wildland fire hazardous fuels reduction—hand cutting and chipping of live and dead Pinyon Pine, Juniper trees, and saplings across approximately 79.75 acres along the I-15 right-of-way under IFB JH27-123, with bids due October 15, 2026. Participation is restricted to prequalified contractors only; vendors not appearing on the State of Utah's current Pre-approved/Pre-qualified Vendor list are prohibited from submitting and will be deemed non-responsive.

The contractor must furnish all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to complete the project. The project area is divided into multiple units along the I-15 corridor. No mandatory site visit is held prior to bidding, though potential bidders are strongly encouraged to inspect the site independently to assess conditions affecting cost estimation; failure to inspect does not constitute grounds for claims after award.

The estimated contract value is $400,000. The project must be completed by March 31, 2027, and the contractor must guarantee pricing through project completion. This is a fixed-price contract with a single award anticipated to the lowest cost responsive and responsible vendor.

Evaluation of contractor performance is measured against three weighted criteria: Quality of Product or Service (multiplied by 8), Timeliness of Performance (multiplied by 8), and Contract Management (multiplied by 4), with a maximum of 100 points. Vendors must maintain a minimum average performance score of 60 to remain on the Rangeland Pre-Qualification list; those falling below this threshold are removed from the pre-qualification list for that specific treatment category and all larger acreages within the same category.
