About this opportunity
The State of Utah Division of Wildlife Resources, through the State of Utah Division of Purchasing, is soliciting quotes for the procurement of fish toxicants to support fisheries management and native fish restoration operations. This Request for Quotes (RFQ) seeks 140 gallons of Prenfish Fish Toxicant delivered in 56 containers of 2.5 gallons each, along with one 110-pound barrel of powdered rotenone. The materials must be delivered to two locations: the UDWR Washington County office in Hurricane, Utah (20 containers of liquid rotenone and 1 drum of powdered rotenone), and the UDWR Northeastern Region Game Farm in Vernal, Utah (36 containers of liquid rotenone). All materials must be delivered, received, and invoiced by June 30, 2026, with payment due no later than July 2, 2026. Bidders must submit quotes on a per-2.5-gallon container and per-110-pound drum basis, noting the percent active ingredient for powdered rotenone, and may submit quotes for partial quantities if full inventory is unavailable. Evaluation will be based on responsiveness and objective criteria outlined in the RFQ, with award granted to the responsive and responsible vendor submitting the lowest cost proposal. Only the primary bid from each vendor will be accepted; multiple or alternate bids will not be considered. The RFQ was posted on April 22, 2026, with a closing date of April 30, 2026, and any exceptions to specifications must be protested in writing to the Division of Purchasing prior to the closing date.
The solicitation documents do not specify set-aside designations or restrictions limiting participation to particular types of organizations, disadvantaged enterprises, or women-owned or minority-owned businesses. No incumbent vendors or current contractors are identified in the available documentation. The procurement does not appear to require integration with existing infrastructure or technology systems beyond standard delivery logistics to the two specified locations. The project budget is established at $26,000, which represents the maximum award value for this procurement. Vendors are required to certify compliance with provisions regarding anti-boycott actions, restricted foreign entities, forced labor prohibitions, and other mandatory requirements outlined in the solicitation documents prior to submission. The State reserves the right to conduct additional price inquiries through email, phone, or other methods permitted under the Utah Procurement Code.
