About this file
This is a Scope of Work document issued by the State of Utah Division of Wildlife Resources for a Request for Quotes (RFQ) to procure rotenone, a fish toxicant used in fisheries management and native fish restoration efforts. The Division seeks to purchase 140 gallons of Prenfish Fish Toxicant (in 56 containers of 2.5 gallons each) and one 110-pound barrel of powdered rotenone before the end of state fiscal year 2026, which concludes on June 30, 2026. Delivery is required to two locations: the UDWR Washington County office in Hurricane, Utah (20 containers of liquid rotenone and 1 drum of powdered rotenone), and the UDWR Northeastern Region Game Farm in Vernal, Utah (36 containers of liquid rotenone). All rotenone must be delivered, received, and invoiced by June 30, 2026, with payment to occur no later than July 2, 2026. The Division notes a preference for earlier delivery dates.
Bidders must submit quotes on a per-2.5-gallon container and per-110-pound drum basis, with the percent active ingredient noted for powdered rotenone. If vendors do not have the entire quantity in stock, they should indicate available inventory on their cost sheet. The State will evaluate quotes based on responsiveness and objective criteria outlined in the RFQ, with the contract awarded to the responsive and responsible vendor submitting the lowest cost. Multiple or alternate bids will not be accepted; only the primary bid from each vendor will be considered. The project budget is $26,000, and any exceptions to the RFQ specifications must be protested in writing to the Division of Purchasing prior to the closing date.

Scope of Work for Rotenone JF26-71 Attachment : B
Introduction The Utah Division of Wildlife Resources (Division) has jurisdiction over the fish and wildlife in the state of Utah. This jurisdiction authorizes the Division to complete projects benefitting Utah’s native fishes like the Colorado River and Bonneville cutthroat trout and the native fishes in the Virgin River.
These projects sometimes require resetting a fishery with the use of rotenone, a non-specific piscicide, making rotenone a very important and necessary tool in fisheries management. The Division is currently looking to purchase both liquid (Prenfish) and powdered rotenone to complete fisheries projects planned for the state fiscal year 2027.
Background To wrap up our conservation commitments for cutthroat trout and to maintain our Virgin River native fishes, the Division requires the product rotenone. Rotenone is the only tool we have that removes 100% of fish, making it the most effective tool at our disposal in conservation of native fishes.
Scope of Work The Division is looking to purchase 140 gallons of Prenfish Fish Toxicant (in 56 total 2.5-gallon containers) and one, 110 pounds barrel of powdered rotenone before the end of state fiscal year 2026, which ends June 30, 2026. The rotenone will be used to complete the Division’s efforts towards active restoration of cutthroat trout and to help maintain and even restore our Virgin River fishes to the Virgin River system.
Requirements Selected vendor must be able to provide all rotenone requested and deliver it to the two offices mentioned under Project Timeline. If bidders do not have the entire quantity of rotenone requested in this solicitation, they should note the amount they do have in stock. All bids should be per 2.5-gallon container of Prenfish and per one, 110 pounds drum of powdered rotenone (percent active ingredient should be noted also).
Project Timeline All rotenone must be delivered, received and invoiced by June 30, 2026, though we would prefer an earlier delivery date. Payment will occur no later than July 2, 2026.
Delivery:
--20-2.5-gallon containers of Prenfish liquid rotenone and 1 drum of powdered rotenone delivered to the UDWR Washington County office located at 451 N. SR-318, Hurricane, UT 84737.
--36-2.5-gallon containers of Prenfish liquid rotenone delivered to the UDWR Northeastern Region Game Farm located at 3116 South 500 West, Vernal, UT 84078
Project Budget $26,000
