About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids on janitorial services for the Department of Vehicle Regulation Real ID Office in Burlington, Kentucky, with bids due August 7, 2026 at 1:30 p.m. Eastern Time. Site visits are required prior to bid closing and must be scheduled through the Kentucky eProcurement System.

The scope covers comprehensive janitorial services for a 5,211 square-foot office building with one men's and one women's restroom serving approximately 25 employees and 100–200 daily visitors. Services include daily cleaning and sanitization; weekly dusting and baseboard cleaning; monthly deep cleaning of tiles and carpet vacuuming; quarterly light fixture maintenance; semi-annual carpet extraction; and annual floor stripping, sealing, and waxing. The contractor must provide five nights per week service (Monday–Friday or Sunday–Thursday) outside normal business hours and furnish all cleaning supplies and equipment except restroom consumables, which KYTC provides.

Kentucky resident bidders qualify for reciprocal preference, and bidders meeting KAR 200 5:410 qualification standards receive additional preference points. The contractor must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate; carry Automobile Liability Insurance if applicable; comply with Kentucky Workers Compensation requirements; employ only personnel at least 18 years old who have passed criminal background checks including National Sex Offender Registry verification; and sign confidentiality agreements. Monthly inspections with the building manager and current employee roster maintenance are required.

The initial contract period runs from August 31, 2026 through August 31, 2027, with four optional one-year renewal periods. Pricing is submitted as a monthly rate and must remain firm for the first twelve months. Award uses a best-value approach with 95 points allocated to price and 5 points allocated to experience; minimum 24 months in business is required, with evaluation capped at 120 months. Penalties of 15% per month apply if semi-annual or annual services are not completed within 30 calendar days of scheduled dates. Award is anticipated by August 31, 2026.
