About this opportunity

The Kentucky Transportation Cabinet, Division of Purchases, is requesting bids for janitorial services at the Department of Vehicle Regulation Real ID Office in Burlington, Kentucky, with bids due August 7, 2026, at 1:30 p.m. EST and site visits required prior to submission.

The scope covers daily cleaning, restroom sanitization, floor maintenance, and glass cleaning; weekly dusting and baseboards; monthly deep cleaning and floor buffing; quarterly light fixture maintenance; semi-annual carpet extraction and ceiling vent cleaning; and annual window washing, wall sanitization, and floor stripping/sealing/waxing. Services are performed five nights per week (Monday through Friday or Sunday through Thursday) outside business hours at a 5,211 square-foot office building with two restrooms and approximately 25 employees, expecting 100–200 daily visitors. The contractor provides all cleaning supplies, equipment, and sanitizers; KYTC furnishes only restroom consumables and is responsible for moving and replacing computers, partitions, file cabinets, and storage cabinets.

The contract term runs from August 31, 2026, through August 31, 2027, with four optional one-year renewal periods available with written approval. Evaluation is on a best-value basis allocating 95 points to price and 5 points to experience (months in business). A minimum of 24 months in business is required; bidders with up to 120 months receive evaluation consideration. Price increases are not permitted during the first 12 months; thereafter, increases require industry-wide justification with 30 days' notice.

The contractor must carry Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, plus Kentucky Workers' Compensation Insurance. All employees must be at least 18 years old, pass criminal background checks within 30 days of hiring, and have no history of sexual misconduct, assault, theft, or felony convictions. The contractor must maintain a representative available during agency hours (8:00 a.m. to 4:30 p.m. Monday through Friday) for complaint resolution and monthly joint inspections. Failure to complete semi-annual or annual cleaning within 30 calendar days of agreed schedules incurs a 15% monthly penalty until completion.

Written questions are due July 29, 2026, at 4:00 p.m. EST, with responses posted by August 4, 2026. Site visits must be scheduled with Rachelle Conrad at 513-473-0907. The tentative award date is August 31, 2026. Bids are submitted electronically through the Kentucky Vendor Self Service site (https://vss.ky.gov).
