About this opportunity
The Virginia Department of Health's Rappahannock-Rapidan Health District is seeking a janitorial services contractor for the Orange County Health Department located at 450 N. Madison Road in Orange, Virginia. The procurement involves comprehensive cleaning services to be performed three days per week (Monday, Wednesday, and Friday) between 5:00 p.m. and 5:00 a.m., excluding state holidays. Specific service requirements include daily floor sweeping and mopping of clinic and bathroom areas, weekly exterior door glass cleaning, daily disinfection of clinic sinks, dusting of work surfaces, trash receptacle management, and thorough bathroom cleaning and restocking. A mandatory site visit is scheduled for March 11, 2025, at 9:00 a.m., and all proposals must be electronically submitted through the eVA Quick Quote system by March 10, 2025, at 12:00 AM. The contract period will run from April 1, 2025, through March 31, 2026, with potential for three one-year renewal options. Contractors must provide labor, supervision, equipment, and tools, and will be required to submit a valid Certificate of Insurance before commencing work.
The procurement includes set-aside provisions favoring certified disadvantaged businesses through the Department of Small and Diverse Business (DSBSD) certification program. Specifically, bids under $10,000 will first be considered for DSBSD-certified micro businesses, and bids under $100,000 will be preferentially evaluated for DSBSD-certified small businesses, provided pricing is deemed fair and reasonable. If these criteria are not met, awards will be made to the lowest responsive and responsible bidder. The annual budget for these services is $25,000, funded through Fund Code 01000 and Program Code 440009. Vendors will be subject to a 1% transaction fee through the eVA system, with fees capped at $500 for DSBSD-certified small businesses and $1,500 for non-certified businesses. The health district will provide cleaning supplies and incidentals, and the successful contractor's personnel must be bonded. Payment will be processed in accordance with the Commonwealth of Virginia Prompt Payment Act, with invoices submitted to the Culpeper County Health Department's Accounts Payable department.
