About this opportunity

The Kentucky State Treasurer, via the Finance and Administration Cabinet, is requesting bids for janitorial and deep cleaning services at the West Frankfort Office Complex in Frankfort, Kentucky, with bids due August 11, 2026 at 1:30 p.m. EST. The mandatory site visit, originally scheduled for July 23, was rescheduled to July 30, 2026 at 2:00 p.m. EST via Addendum #1; written questions are due July 31, 2026 by 2:00 p.m. EST.

The scope covers routine janitorial services and deep cleaning for approximately 14,000 square feet within an 18,480-square-foot facility. Services are performed Monday through Friday between 5:00 p.m. and 10:00 p.m., or anytime Saturday–Sunday from 7:00 a.m. to 3:00 p.m. The vendor must provide all cleaning supplies, equipment, and materials; the Commonwealth supplies storage space, utilities, and paper products. Vendors must conduct criminal background checks on all employees before work begins and maintain updated employee rosters with the agency. All cleaning products require Material Safety Data Sheets.

The initial contract runs from award through July 31, 2027, with four optional two-year renewal periods. Award will be made on best value using 80 points for price (lowest bidder receives maximum points), 10 points for customer review (maximum two current customer references), and 10 points for years in business (minimum three years required in janitorial or janitorial management services). Vendors must have a minimum three-year business history with acceptable documentation.

Vendors must provide a $1,000,000 fidelity bond and maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. Price increases are not permitted during the first 12 months; subsequent increases require written justification based on industry-wide changes. All pricing must remain valid for 60 days post-bid submission. Payment occurs within 30 working days of invoice receipt and service acceptance. Vendors must register in the Kentucky Vendor Self Service System and Kentucky eProcurement system prior to submission; paper bids are not acceptable. All bidders claiming resident status must submit the Required Annual Affidavit for Bidders, Offerors, and Contractors.
