About this opportunity

The Unified Fire Authority is requesting proposals for comprehensive janitorial services at the Salt Lake County Emergency Coordination Center, a secure public safety facility in Salt Lake City, Utah, with proposals due September 3, 2026 and a mandatory pre-proposal conference on August 18 at the ECC facility.

The scope covers janitorial services for approximately 27,602 square feet of serviceable space within a 39,432-square-foot building. Services are required five days per week, Monday through Friday, after normal business hours (generally 6:00 PM to 6:00 AM), and must not interfere with emergency coordination activities. Daily tasks include lobby and restroom cleaning, trash removal, and high-touch surface disinfection. Weekly services include dusting, stairwell cleaning, and window sill maintenance. Monthly work includes light fixture and vent cleaning. Semi-annual services include carpet cleaning, tile and grout deep cleaning, and window washing. The contractor must provide all labor, equipment, cleaning products, and supplies unless otherwise specified, and must comply with commercial cleaning industry best practices, OSHA regulations, CDC recommendations, and applicable Utah and local health codes.

All contractor employees must pass criminal background checks at the contractor's expense and wear company identification badges. Photography and recording within the facility are prohibited. Pricing must be firm for the contract duration, though manufacturer price increases may be passed through with written notice and decreases must immediately benefit the Authority.

The contractor must maintain Worker's Compensation insurance, Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, and Comprehensive Automobile Liability Insurance of $1,000,000 per occurrence, with the Unified Fire Authority named as additional insured. The initial contract term is three years with two optional two-year renewal periods. The Authority reserves the right to utilize the resulting contract for services at additional Authority-owned or leased facilities on an as-needed basis with pricing based on submitted unit rates.

Evaluation criteria are qualified staff (35%), price (35%), and references and experience (30%).
