About this opportunity

No subcontractors are permitted — the prime bidder must hold all three years of required direct experience in similar services.
The scope encompasses weekly Sunday cleaning of the thirteen shelters, including trash removal (except at Downtown locations where no trash cans exist), debris pickup from concrete pads and shelter interiors, glass cleaning, beverage and food spill removal, gum removal, cigarette-butt sweeping, bench wiping, and graffiti removal. Bidders must submit monthly pricing; no unit rates are specified in the solicitation.
Minimum qualifications require three years of direct experience in comparable janitorial services, understanding of industry standards, experience with similar-scale projects, federal and state regulatory compliance, Kansas Secretary of State registration prior to contract execution, and capacity to obtain required bonds and insurance. Municipal government experience is preferred. The successful bidder must provide Commercial General Liability ($1 million per occurrence / $2 million annual aggregate), Comprehensive Automobile Liability ($1 million per occurrence), Workers' Compensation per Kansas statutory requirements, and Employers Liability ($1 million). If bonds are required, the vendor must furnish a performance bond and labor and material payment bond each equal to or exceeding the total contract value, running to the State of Kansas.
The contract term is one year with options to renew for two additional one-year periods by mutual agreement. Either party may cancel with thirty days' prior written notice. The City reserves the right to award all, some, or none of the services and may terminate if funding becomes unavailable. Award will be based on the lowest and best total net bid from a responsible and responsive vendor. City Council approval is tentatively scheduled for July 28, 2026. The contract is subject to FTA-funding federal clauses covering civil rights compliance, debarment verification, and three-year record retention.
