About this opportunity
The Commonwealth of Kentucky Department of Corrections, through the Finance and Administration Cabinet, is requesting bids for janitorial services at Probation & Parole offices across eight regions, with bids due August 6, 2026 at 1:30 p.m. EST and written questions due July 29, 2026 at 2:00 p.m. EST. Kentucky resident bidders receive reciprocal preference under KRS 45A.494, and qualified bidders including Kentucky Correctional Industries receive additional preference points of 15–20 percent.
The scope encompasses 47 distinct service locations across Southwest, Northern, Louisville Metro, Central, Southeast, Western, Southcentral, and Eastern Kentucky regions. Services include daily cleaning Monday through Friday, 8:00 a.m. to 4:30 p.m. (excluding legal holidays); weekly deep cleaning of high surfaces and door hardware; quarterly carpet extraction and waste basket cleaning; and semi-annual window cleaning, floor stripping and waxing, and venetian blind washing. Vendors may bid one or more locations within a region rather than statewide. The vendor must supply all cleaning supplies, paper products, and equipment and maintain minimum one-week inventory at all times. Facility sizes range from approximately 1,447 to 15,364 square feet with service frequencies ranging from 1.5 to 5.0 hours daily.
The initial contract period runs from award through August 31, 2027, with four optional two-year renewal periods. Pricing shall remain firm for the first 12 months; thereafter, increases require industry-wide justification and 30 days' notice, and decreases must be reflected immediately. Award will be made on best value basis: 90 points for price (lowest bidder receives maximum) and 10 points for years in business (verified by documentation). The Commonwealth intends to award multiple contracts per location. Prior to award, vendors must submit Kentucky Tax Registration Application (Revenue Form 10A100), proof of commercial general liability insurance with $1,000,000 per occurrence and $2,000,000 aggregate, and, if applicable, a Certificate of Authority. An Addendum #1 was issued July 30, 2026 with Commonwealth responses to vendor questions. Electronic bid submission through the Kentucky eProcurement System is required, with all actual pricing on the attached Bid Sheet.
