About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids on janitorial services for Department of Corrections Probation & Parole offices across eight regions, with bids due August 6, 2026 at 1:30 p.m. EST and written questions due July 29 at 2:00 p.m. EST. Kentucky resident bidders receive reciprocal preference equal to the preference given by the nonresident bidder's state of residence, and qualified bidders including Kentucky Correctional Industries receive preference equal to 20 percent of maximum points.

The scope encompasses 47 distinct locations across eight geographic regions (Southwest Kentucky, Northern Kentucky, Louisville Metro, Central Kentucky, Southeast Kentucky, Western Kentucky, Southcentral Kentucky, and Eastern Kentucky). Services include daily janitorial work Monday through Friday from 8:00 a.m. to 4:30 p.m., quarterly cleaning, and semi-annual cleaning. Daily service frequencies range from 1.5 to 5.0 hours depending on location; facility square footage ranges from approximately 1,447 to 15,364. Services include floor maintenance, carpet cleaning, bathroom sanitation, trash removal, and supply inventory management. Bidders may bid on one or more locations within a region, and the Commonwealth intends to award multiple contracts per location. Pricing shall be submitted on a per-square-foot basis for each service type at each location. All supplies, equipment, and products are vendor-provided at costs included in the monthly rate.

The initial contract period runs from award through August 31, 2027, with four optional two-year renewal periods. Bid prices must remain firm for the first twelve months; price increases thereafter require written justification for industry-wide cost changes only. The vendor must maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, provide criminal background checks for all employees, and document total years in business in janitorial services (failure to do so results in automatic disqualification). Evaluation uses best value with 90 points allocated to price and 10 points for years in business. Bid readings occur August 6 at 3:30 p.m. ET via conference line.
