About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for janitorial services at the Commonwealth Office of Technology's Edge Network Services Branch facility in Frankfort, with bids due October 2, 2026 at 1:30 PM EST, and a mandatory site visit scheduled for September 22 at 2:00 PM EST.

Kentucky resident bidders receive reciprocal preference against nonresident bidders from states offering similar preferences. Qualified bidders, including Kentucky Industries for the Blind and certain nonprofit organizations, may receive a 15 percent preference. Vendors must have a minimum of three years of experience in janitorial or janitorial management services.

The scope covers cleaning approximately 7,182 square feet of office space five nights per week, Monday through Friday, including daily cleaning of floors, bathrooms, entrances, and garbage removal; weekly ceilings and high-surface cleaning; monthly blind and bulb replacement; quarterly carpet extraction and waste-basket cleaning; and semi-annual window washing, wall cleaning, and floor stripping, sealing, and waxing. The vendor must provide all cleaning supplies and equipment, conduct bimonthly on-site inspections, perform criminal background checks on employees, and employ only direct staff with no subcontracted workers permitted.

The contract term is one year from award with four optional one-year renewal periods at the Commonwealth's discretion. Pricing must be submitted as a total monthly cost with all supplies and equipment included, must remain valid for 60 days after bid due date, and no price increases are permitted during the first 12 months. Price increases thereafter require justification based on industry-wide changes.

The award methodology is best value: 90 points for price (lowest bidder receives maximum points) and 10 points for years in business (highest experience receives maximum points). The vendor must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth listed as an additional insured. Automobile Liability Insurance of $1,000,000 combined single limits is required if applicable. Electronic bid submission through Kentucky's eProcurement system is mandatory; vendors must be registered in the Vendor Self Service System at least 24 to 48 hours before submission. Final questions are due September 23 at 2:00 PM EST.
