About this opportunity

The Kentucky Transportation Cabinet's Division of Purchases is requesting bids on janitorial and grounds maintenance services at the Interstate Rest Area and Welcome Center on Southbound I-65 in Bullitt County, Kentucky, with bids due August 19, 2026 at 1:30 p.m. Eastern Time.

The scope covers daily custodial maintenance of restrooms, lobby, storage areas, and vending areas; grounds maintenance including litter removal, trash collection, picnic table cleaning, sidewalk sweeping, snow and ice removal, and leaf removal; and minor mechanical and structural repairs at a facility serving approximately 1,700 vehicles daily. The contractor must maintain a minimum staff of ten employees across three shifts: four employees (including one supervisor) for 7:00 a.m. to 3:00 p.m., four for 3:00 p.m. to 11:00 p.m., and two for 11:00 p.m. to 7:00 a.m., plus a Project Supervisor available 24 hours per day. All employees must wear uniform light blue or yellow/lime green hi-visibility shirts with identification, dark blue/navy/black pants, jackets, and safety vests with reflective striping per ANSI standards. All contractor employees must pass criminal background checks (completed less than 30 days before employment) and verification against the National Sex Offender Registry.

The contract runs from September 1, 2026 through August 31, 2027, with four optional one-year renewal periods. Pricing is bid on a daily basis for 365 days per year, with supplemental temporary staffing bid per man-hour (estimated at 40 man-hours). Prices remain firm for the first twelve months; thereafter, increases are permitted only if justified by industry-wide increases and approved by the Division of Purchases at least 30 days in advance. Failure to meet minimum staffing, uniform compliance, personal protective equipment, or performance standards incurs liquidated damages of 5% to 10% of the daily contracted rate per occurrence.

The contractor must furnish Commercial General Liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate, Automobile Liability Insurance if vehicles are used, and Kentucky Workers Compensation Insurance. Bidders must submit Attachment G (Bidder Qualifications), required affidavits, and a Consent and Release for Background Check. Online submission through the Kentucky eProcurement system at https://vss.ky.gov is required; vendors must register in the Vendor Self Service portal before submission. Contact Latasha Chenault at 502-782-5673 or Latasha.Chenault@ky.gov for questions.
