About this opportunity

The Oregon Department of Transportation is requesting bids for janitorial services and snow removal at the Brothers Rest Area (US Route 20, east of Bend, milepost 42.8) under ITB #73000-00017814, with bids due September 23, 2026 at 2:00 p.m. The Buy Oregon Preference program applies to this procurement.

Janitorial services are scheduled Tuesday, Thursday, Saturday, and Sunday between 6:00 a.m. and 6:00 p.m., including state holidays, and comprise daily restroom cleaning and disinfection, floor sweeping and mopping, trash removal, and building security checks; weekly dusting, exterior entrance sweeping, debris removal, and picnic table cleaning; monthly urinal-block replacement and lamp/fluorescent-tube inspection and replacement; and twice-yearly (March and August) restroom ceiling-vent and light-fixture cleaning plus wet scrubbing and floor sealing. Snow and ice removal is required Monday through Friday when accumulation exceeds two inches, with removal of snow and ice from walkways and interior surfaces completed prior to 7:30 a.m. The contractor furnishes all tools, equipment, and cleaning solutions, including environmentally-friendly green products meeting Green Seal GS-37 and UL standards; ODOT furnishes toilet tissue, paper products, hand soap, plastic liners, seat covers, sand, room deodorants, and ice-removal chemicals. Pricing is structured as a monthly cost for routine services with separate line items for periodic services (hard floor care, carpet cleaning, window cleaning) and hourly billing for exception and emergency services.

The initial contract term is three years with potential for two additional one-year extensions (maximum five years). Initial pricing remains firm for not less than 12 months following execution; price-adjustment requests are permitted thereafter at 60 days' notice, with no more than one increase per 12-month period. All contractor employees must obtain criminal background checks prior to facility access and comply with OSHA and occupational safety requirements. Contracts with anticipated price of $150,000 or more require written policies addressing sexual harassment, sexual assault, and discrimination. Bidders must submit three comparable project references and certifications of tax compliance, debarment status, non-discrimination policies, and conflict-of-interest disclosures. Payment is due within 30 calendar days of invoice receipt after ODOT acceptance of services.
