About this opportunity

The Massachusetts Trial Court Office of Court Management is requesting quotes for a Project and Portfolio Management (PPM) SaaS solution under Statewide Contract ITS86, with proposals due October 9, 2026 at 2:00 p.m. ET and questions due September 25, 2026. The procurement is time-critical: Microsoft Project Online reaches end-of-life on September 30, 2026.

The solution must support approximately thirty active IT projects with approximately twenty project managers and five administrators requiring read/write access, supplemented by up to 210 additional users with read-only access. The RFQ does not prescribe a specific vendor or product; bidders must identify their proposed PPM solution and demonstrate compliance with comprehensive functional and technical requirements covering portfolio and program management, waterfall and agile methodologies, resource and capacity management, financial management, integrations, reporting, and analytics. All mandatory capabilities must be available for production use as of the RFQ response deadline.

The solution must be delivered as a multi-tenant or single-tenant SaaS offering hosted on FedRAMP-certified public clouds with documented service level agreements, elastic scaling, disaster recovery, and WCAG 2.1 accessibility compliance. Data must be stored exclusively in FedRAMP Moderate or equivalent U.S. data centers with AES-256 encryption in transit and at rest, TLS 1.2+, and multi-factor authentication. The vendor must integrate with Splunk and CrowdStrike Falcon monitoring tools and support Microsoft Entra sync via SCIM for single sign-on. Cybersecurity requirements align with NIST SP 800-53, NIST SP 800-171, and CIS Critical Security Controls v8+. Incident notification must occur within 24 hours of discovery.

The initial contract term is thirty-six months with two optional one-year renewal periods. Bidders must provide pricing for twelve-month and thirty-six-month subscription terms, distinguish recurring SaaS charges from one-time implementation costs on a firm-fixed-price basis, and establish hourly rates for future professional services. The Trial Court anticipates selecting the thirty-six-month option. Evaluation criteria are functional and technical capabilities (30% weight), bidder experience and qualifications (20%), implementation approach and schedule (30%), and pricing and overall value (20%). Award will be made to the responsive and responsible bidder providing best overall value, not necessarily the lowest-priced bidder. No pre-bid conference is scheduled. Vendor personnel and subcontractors may be required to complete criminal offender record information background checks and sign confidentiality statements.
