About this file

This is a Pricing Response Form for an ITS86 Project and Portfolio Management (PPM) SaaS Solution procurement by the Commonwealth of Massachusetts. The RFQ seeks a PPM product solution with specified capabilities, modules, and services to support trial court operations. Bidders must submit complete pricing responses that clearly distinguish between recurring SaaS subscription charges and one-time implementation and professional-service costs. The pricing response requires bidders to propose both a 12-month standalone subscription term and a 36-month subscription term, with optional renewal pricing for contract years 4 and 5. Initial implementation must be priced on a firm fixed price basis with identified deliverables and milestones. Bidders must establish hourly rates for future professional services including integrations, data migration, configuration, and consulting that may be authorized separately by the Trial Court.

Pricing must comply with the bidder's existing ITS86 contract and include all costs necessary to provide the proposed base solution and initial implementation. Any applicable reseller markup, discounts, or other adjustments must be clearly disclosed, and all assumptions affecting pricing must be documented. For capabilities requiring additional modules, licenses, products, or third-party components identified in Attachment B as mandatory, these offerings must be available by the RFQ response deadline, though non-initial implementation functionality add-ons need not be purchased at contract start. Bidders must identify all material assumptions, dependencies, limitations, or conditions affecting pricing, including user counts, license types, storage usage, implementation dependencies, and minimum purchase commitments. The form requires certification that all pricing is accurate, complete, and consistent with the proposed product edition, modules, and services.

ATTACHMENT C – PRICING RESPONSE

Purpose and Instructions
Bidders must complete this workbook in its entirety and submit it as the Pricing Response. Pricing must reflect the specific PPM product, edition, modules, licenses, and services proposed in response to the RFQ.
General Pricing Requirements
Pricing must include all costs necessary to provide the proposed base solution and initial implementation. Bidders must clearly distinguish recurring SaaS subscription charges from one-time implementation and professional-service charges. All pricing must be consistent with ITS86. Any applicable reseller markup, discounts, or other adjustments must be clearly disclosed.
Required Capabilities and Add-Ons
If a capability identified in Attachment B requires an additional module, license, product, third-party component, or other separately priced offering, the Bidder must identify that offering and its associated pricing in the Modules & Add-Ons section. A Mandatory capability must be available as of the RFQ response deadline; however, an add-on needed only for functionality that is not part of the initial implementation does not necessarily need to be purchased at contract start unless otherwise required by Attachment A. The Bidder must nevertheless provide current pricing for the add-on so the Trial Court can evaluate the cost of making the capability available.
Initial Implementation
The initial implementation will be priced on a Firm Fixed Price basis. Bidders must identify the proposed implementation deliverables or milestones and the fixed amount associated with each. The total must include all services necessary to complete the base implementation described in Attachment A.
Future Professional Services
Bidders must establish hourly rates for professional-service labor categories that may be used for future authorized work, including integrations, data migration, configuration, consulting, or other services not included in the initial implementation. Future work will be separately scoped and authorized by the Trial Court, compensated based on actual authorized hours at the applicable Contract rates, and subject to any not-to-exceed amount established for the authorized work. Future work is not included in the evaluated base implementation price unless expressly stated.
12-Month and 36-Month Pricing
Bidders must provide pricing for both a standalone 12-month subscription term and a 36-month subscription term. The 36-month pricing section must show the applicable subscription charges for each contract year and the total cost over the full 36-month period. Bidders must also provide pricing for the two optional one-year renewal periods (Contract Years 4 and 5).
Optional Products and Services
Optional products and services that are not required to satisfy the base RFQ requirements should be separately identified. Optional pricing will not be assumed to be included in the base solution unless expressly stated.
Pricing Assumptions
Bidders must identify all assumptions that may affect pricing, including user counts, license types, storage, usage, implementation dependencies, and any minimum purchase commitments.

Pricing Assumptions

ATTACHMENT C – PRICING RESPONSE

PRICING AND LICENSING ASSUMPTIONS
Bidders shall identify all material assumptions, dependencies, limitations, or conditions used in developing their Pricing Response. Assumptions should provide the Trial Court with sufficient information to understand the basis of the proposed pricing and any circumstances that may affect the amounts charged during the Contract Term.

Assumptions may address user or license quantities, license types or tiers, minimum purchase commitments, storage or usage limits, true-up or reconciliation requirements, restrictions on increasing or decreasing license quantities, implementation dependencies, subscription or billing commencement, third-party products or services, and other material pricing or licensing conditions.

Bidders shall not use assumptions to materially alter, condition, or take exception to a Mandatory requirement of the RFQ. Any cost necessary to provide the products and services included in the Bidder's proposed solution that is not otherwise identified in the Pricing Response will be presumed included in the applicable proposed price.
