About this opportunity

The New Jersey Department of Transportation is soliciting technical proposals for construction inspection services supporting an ITS Maintenance Job Order Contract statewide, with proposals due August 24, 2026 by 10:00 AM via Bid Express. Eligible firms must be prequalified with NJDOT in discipline C-5 at Level A service as of the closing date—a restrictive qualification filter.

The scope comprises inspection staffing for multiple job sites and emergency work statewide: one full-time Resident Engineer, one full-time Inspector, and one additional Inspector available as needed. The RE and Inspectors must respond to emergencies and be available for any shifts required by project staging and allowable work hours, including special events. Work may occur across multiple sites on a single day. The Department intends cost reductions through staggered work hours and winter shutdowns. During workflow slowdowns, inspectors may not be billable.

This is a Cost Plus Fixed Fee Project Specific Agreement funded by federal sources through the Transportation Mobility Division. Work is performed on an indefinite quantity basis through a Construction Task Catalog with preset unit prices adjusted by three factors: normal hours, other-than-normal hours, and emergency work. No estimated contract value is stated.

The selected consultant's team remains committed to the project until released by the NJDOT Regional Construction Consultant Coordinator, subject to a 45-day release clause from the anticipated start date. Subconsultants must obtain cost basis approval from NJDOT prior to the closing date. Firms must comply with affirmative action requirements, submit business registration certificates, ownership disclosure forms, and certifications regarding prohibited activities in Iran, Russia, and Belarus. Questions were due August 17, 2026. The anticipated selection date is August 2026.
