About this opportunity

Randolph Community College is seeking competitive bids for an IP camera additions and surveillance enhancement project through Solicitation No. 864-12012024. The procurement involves installing 20 Digital Watchdog cameras across nine campus buildings, including the Campus Police Building, Administration and Education Center, Business Education Center, Computer Technology Center, Math Science Center, Design Center, Cosmetology Center, Kinley Center, and Vocational Technical Building. The project requires integrating new cameras with the existing Digital Watchdog surveillance system, which includes providing and connecting necessary cabling, mounting hardware, and camera licenses. Cameras will include various types such as turret, dome, and ball turret models, with specific mounting requirements for each location. A non-mandatory site visit is scheduled for January 9, 2025, at 10:00 AM EST at the Computer Technology Center, with proposals due on January 23, 2025. The contract will be awarded using a Best Value Analysis and Lowest Price Technically Acceptable Source Selection Method, with vendors required to submit detailed pricing per camera and location. The successful vendor must complete the entire scope of work within 120 consecutive calendar days after receiving the purchase order.

The solicitation does not explicitly state set-aside designations or restrictions for specific enterprise types. The existing infrastructure involves a current Digital Watchdog surveillance system, with Randolph Community College providing all POE power and switches for the project. Contractors are responsible for providing patch panels if used and must ensure all equipment is NDAA compliant. The estimated project budget ranges from $30,000 to $40,000, with a potential for scope reduction depending on total costs and budget limitations. The project will connect to one camera server using Cisco Discovery and Meraki Servers with a Windows-based operating system, and no specific analytics capabilities are required for the cameras or software solutions. Patch cables must be provided from panel to switch ports, and IP address information will be supplied by the Computer Services Department. No redlines to the contract will be accepted, as these are standardized state terms and conditions.
