About this opportunity
The City of Melrose Office of Planning & Community Development is soliciting bids for interior plaster rehabilitation and painting at the Soldiers and Sailors Memorial Building, 590 Main Street, Melrose, Massachusetts, with general contractor bids due November 2, 2026 at 3:00 p.m. and a pre-bid conference scheduled for October 7, 2026 at 10:00 a.m. at the project site. Both general contractors and filed sub-bidders must be pre-qualified by the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) with valid Certificates of Eligibility and Update Statements or face bid rejection.
The scope encompasses rehabilitation of lath and plaster with repairs to ceilings, soffits, coffers, and walls in the South Parlor and G.A.R Hall; priming and painting of all interior surfaces in both spaces following plaster completion; and demolition of existing acoustical ceiling tile in the kitchen area with furnishing and installation of a new acoustical ceiling system. The bid includes three unit-price line items: plaster area repair (10 square feet estimated), crack in plaster repair (5 linear feet estimated), and hairline crack in plaster repair (5 linear feet estimated). Repair methodologies include full three-layer plaster replacement for extensive damage, plaster washer installation with fiberglass mesh tape for cracked plaster requiring reattachment, and hairline crack treatment with mesh tape and skim coating. The contractor must protect existing wood finishes and fixtures and carefully remove and reinstall historic elements including wall-mounted flags, bronze plaques, and vent grilles.
All work is subject to Massachusetts prevailing wage requirements under Chapter 149 of the General Laws. General bidders must submit a bid bond or cash deposit equal to five percent of the bid amount, along with certificates of corporate vote authorization and tax compliance. The successful contractor must furnish 100 percent performance and payment bonds. Mobilization commences by January 4, 2027, with substantial completion by February 19, 2027, and final completion by March 1, 2027. Liquidated damages are assessed at $1,000 per calendar day for failure to achieve final completion. Work hours are restricted to 7:00 a.m. to 6:00 p.m. on weekdays and 8:00 a.m. to 6:00 p.m. on Saturdays only with owner approval. The contract will be awarded within 30 days of general bid opening.
