About this opportunity
The Florida Department of Transportation District Six is issuing a Request for Proposal (DOT-RFP-26-6202SD-REBID) for Intelligent Transportation Systems (ITS) / Transportation Management Center (TMC) Operations services in Miami-Dade County, with proposals due May 7, 2026, at 10:00 a.m. via email to D6.Purch@dot.state.fl.us. The procurement encompasses comprehensive 24/7/365 management and operational support from the SunGuide Transportation Management Center in Miami, covering Miami-Dade and Monroe counties across approximately 239 centerline miles of freeways, express lanes, and arterial facilities including I-95, I-75, SR 826, and SR 5/US 1. Services include Program and TMC Management, Freeway Operations, Arterial Operations, Express Lanes and Ramp Signaling Operations, Incident Management, Incident Response Vehicle Operations, Community Outreach and Customer Support, TMC Information Technology Services, ITS Utility Locates, IT Data Architect Services, Contract Oversight Services, and Miscellaneous TSM&O and Traffic Operations Services. The five-year contract term will run from August 1, 2026, through August 1, 2031, with an optional renewal period not to exceed three years or the original contract term, whichever is longer. The Consultant must staff the TMC with eight Key Staff positions (Project Manager, TMC Office Manager/Executive Administrative Assistant, TMC Manager, Arterial Operations Program Manager, Express Lanes and Ramp Signaling Operations Program Manager, Incident Management Program Manager, Information Technology Manager, and ITS Maintenance Contract Coordinator) and provide minimum staffing across multiple operational areas while furnishing all personnel, vehicles, equipment, materials, licenses, and incidentals necessary to perform services. Deliverables include Standard Operating Guidelines, procedures documents, organizational staffing charts, training materials, and daily, weekly, monthly, quarterly, and annual reports. Proposers must demonstrate a minimum of five years of experience within the past ten years providing comparable ITS/TMC operations support services in Florida, be authorized to do business in Florida, register with MyFloridaMarketplace by the technical proposal opening (May 21, 2026, at 11:00 a.m.), and maintain general liability insurance with minimum combined bodily injury limits of $1,000,000 per person and $3,000,000 per occurrence, plus property damage insurance of at least $1,000,000 per occurrence. The evaluation process includes technical proposal scoring (100 points), oral interviews on May 27, 2026 (25 points), and price proposal analysis (25 points), with responsive proposals requiring a minimum average score of 70 points on the technical proposal to proceed to oral interviews; the final selection meeting is scheduled for June 15, 2026, at 10:00 a.m. Minimum salary thresholds apply to certain positions, including Freeway and Arterial Operators at $24.00/hour, Express Lanes Operators at $27.00/hour, Ramp Signaling Operators at $26.00/hour, and IRV Operators at $35.00/hour. Performance ratings and payment deductions ranging from $50 to $2,500 monthly are established for various performance measure failures including missed report deadlines and operational metric shortfalls.
No set-aside designations or restrictions on organization types are explicitly stated in the procurement documents, and no incumbent vendors or current contractors are identified. The contract requires integration with existing District Six ITS infrastructure, the SunGuide Transportation Management Center facility at 1001 NW 111th Avenue, Miami, Florida 33172, and existing systems supporting operations across multiple transportation corridors in Miami-Dade and Monroe counties. The Department has established a total maximum budgetary amount of $77,329,330.00 for the five-year contract period, inclusive of pre-established amounts of $3,500,000.00 for miscellaneous TSM&O and traffic operations services and $50,000.00 for transition services; proposals exceeding this maximum budgetary amount will be considered non-responsive. The price proposal structure combines fixed lump sum pricing for most service categories (Program and TMC Management, Freeway Operations, Arterial Operations, Express Lanes and Ramp Signaling, Incident Management, Community Outreach, IT Services, Utility Locates, IT Data Architect Services, and Contract Oversight) with hourly loaded billing rates for Incident Response Vehicle Operations Services and Miscellaneous TSM&O and Traffic Operations Services, with no price escalation allowable throughout the five-year contract term. Lump sum services are priced on a yearly basis and paid in sixty monthly installments, with the Consultant receiving compensation proportional to the percentage of services completed as approved by the Department. Consultants must submit monthly invoices in triplicate in a format acceptable to the Department, and the contract's total funding is dependent on multiple appropriations and contingent upon annual legislative appropriation by the State of Florida.
