About this opportunity

SUNY Old Westbury is requesting proposals for an integrated institutional planning, budgeting, assessment, and accreditation software platform with proposals due August 26, 2026. The platform must be a configurable cloud-based SaaS solution—not a fixed template system—that consolidates strategic and operational planning, budget development and resource allocation, outcomes assessment and program review, accreditation evidence management, KPI tracking, and cross-unit reporting into a single environment capable of supporting institution-wide deployment across academic and administrative units aligned with MSCHE accreditation standards.

Required functional domains include multi-level planning hierarchies, goal and objective mapping, action and milestone tracking, configurable budget request and approval workflows with resource allocation, outcomes and program review with measure tracking, accreditation standards evidence mapping and compliance management, and comprehensive dashboards and role-based reporting. The platform must integrate with Banner SIS, Brightspace LMS, Jaeger procurement system, Interview Exchange HR system, and identity management systems via APIs, secure data feeds, CSV import/export, and scheduled synchronization.

Technical requirements mandate cloud deployment with browser-based access, no local server infrastructure, Single Sign-On and SAML/OAuth compatibility, multi-factor authentication, FERPA-aligned access controls, and SOC 2 certification. The vendor must provide data migration services supporting historical data import, validation, and testing; dedicated implementation management; configuration workshops; tiered administrator and end-user training with recorded resources and documentation; and technical support with defined response SLAs and helpdesk ticketing.

SUNY Old Westbury will evaluate proposals using a weighted rubric: functional fit (20%), configurability (15%), training and support (15%), integration capability (10%), security and compliance (10%), implementation approach (10%), reporting and dashboards (10%), data migration (7%), and vendor experience (3%). Vendor proposals must include a functional capability matrix, implementation timeline, data migration methodology, security documentation, integration architecture, training plan, support model, and pricing by module.

Contracts with SUNY are subject to State Comptroller approval thresholds (ranging from $75,000 to $200,000 depending on contract category), prevailing wage obligations for applicable work, non-discrimination and equal employment opportunity requirements, MWBE utilization goals where contract value exceeds $1 million, and mandatory insurance including $1 million general liability, $2 million commercial auto liability, and $10 million cyber liability coverage. Contractors must comply with NIST data security standards, FERPA privacy requirements, and data retention and destruction protocols per NIST SP 800-88.
