About this opportunity
The City of Wichita is requesting bids for installation of water utility service lines for the Public Works and Utilities Department under RFB #260241, with bids due October 23, 2026 at 10:00 a.m. and a pre-bid conference on October 13 at 9:00 a.m. via Microsoft Teams. The City intends to award contracts to two contractors based on lowest price and conformity to specifications.
The scope requires furnishing all labor, materials, and equipment to tap City water mains without service interruption and to install complete service lines and meter setters at specified addresses. Bidders must provide unit pricing for 200 long water utility service line installations and 200 short water utility service line installations. The City will supply meters, ERT devices, rebar, meter rings, and poly lids; contractors furnish corporation stops, service saddles, service tubing, unions, couplings, tracer wire, copper meter setters, meter boxes, and pigtails. Contractors must complete installations within fifteen working days per work order, restore all disturbed property within fifteen working days, and provide a two-year warranty on all work.
The contract term is one year with four optional one-year renewal periods by mutual agreement; either party may terminate with thirty days' prior written notice. The City does not guarantee a minimum or maximum number of work orders per week or month to either contractor. Bid security of 5% in the form of a bid bond is required; successful vendors must furnish performance and labor and material payment bonds at 100% of contract value.
Contractors must maintain comprehensive general liability insurance ($1 million per occurrence / $2 million aggregate), auto liability ($1 million), and workers' compensation coverage. Bidders must have a minimum of four years' experience in similar services and be registered with the Kansas Secretary of State's Office. Liquidated damages of $300 per working day apply for delays beyond the fifteen-working-day completion window. Written questions are due October 15 at 5:00 p.m., with answers provided via addendum by October 21. City Council approval is anticipated November 3, 2026.
