About this opportunity

The University of Connecticut Health Center is requesting proposals for an AI-powered inpatient pre-bill review solution integrating with Epic, with proposals due October 13, 2026 at 2:00 PM EST. The solution must enable pre-billing review of 100% of patient charts to identify missed reimbursement opportunities and documentation gaps.

Subcontracting and offshoring are not permitted. Proposers must have at least five years of continuous business experience providing comparable goods and services, maintain current Connecticut Secretary of State registration, provide three current client references and one prior reference, and comply with comprehensive cyber security requirements including HIPAA compliance, multi-factor authentication support, role-based access controls, encryption protocols, and incident response planning.

The scope encompasses pre-bill functionality, quality metrics tracking (HACs, PSIs, eCQMs), mortality analysis, point-of-admission indicator identification, CDI workflow integration, and reporting dashboards with ROI and productivity metrics. UConn Health will make a single award based on Selection Committee evaluation.

The contract term is five years, approximately January 1, 2027 through December 31, 2031, with options for two additional two-year renewal periods. Pricing must be submitted for Year 1 implementation and subscription fees, Years 2–5 annual subscription and contingency fees, and per-chart fees, with fixed pricing throughout the contract term and payment terms net 45 days. Prices must exclude state and federal taxes per Connecticut General Statutes Section 12-412; UConn Health is tax-exempt. Quoted prices must remain valid for 180 days from the proposal due date.

The standard contract incorporates a Business Associate Agreement establishing HIPAA requirements. Contractors must maintain commercial general liability and professional liability insurance of $1 million each, name UConn Health and the State of Connecticut as additional insureds, and carry workers' compensation in accordance with Connecticut law. The contract is terminable by UConn Health at its sole discretion without cause.

Questions are due September 17, 2026 at 2:00 PM EST. Direct inquiries to Patricia Berry at pberry@uchc.edu or 860-679-1775. All proposal materials become public record subject to Connecticut Freedom of Information Act.
