About this opportunity
The City of Indianapolis and Marion County through the Purchasing Division is seeking qualifications for development of an Indianapolis-Marion County Long-Range Transportation Plan via RFQ, with submittals due September 25, 2026 at 12:00 p.m. Addendum #2 (Revision) was posted August 18, 2026 and supersedes conflicting language in the base solicitation; respondents must acknowledge receipt and incorporation of all addenda to be considered responsive.
Subcontracting mandates minority, women's, veterans', and disability-owned business enterprise participation at minimum 15%, 8%, 3%, and 1% respectively, or demonstrated good faith efforts. The contractor must obtain prior written City approval before subcontracting.
The scope is a comprehensive long-range transportation plan for the Indianapolis-Marion County region. Scope of work detail and pricing structure are specified in Attachments A and B respectively, incorporated into the final agreement template provided.
The contract term begins upon execution and terminates on a date to be specified in the final agreement, with renewal options available by written mutual consent not to exceed the original term length. Maximum compensation is to be specified in the final agreement. The contractor is classified as an independent contractor responsible for all applicable taxes with no City withholding. Invoices must be properly itemized for services performed and expenses incurred, with payment due within thirty days of receipt.
Insurance requirements include Commercial General Liability of $1 million per occurrence, Auto Liability of $1 million combined single limit, Worker's Compensation at statutory levels, and Excess/Umbrella Liability of $1 million, with the City named as additional insured. The contractor must comply with E-Verify, debarment and suspension certification, non-discrimination provisions, confidentiality obligations, and indemnification protecting the City from third-party claims arising from contractor negligence or breach.
