2. Anticipated Scope of Work
2.1. Long-Range Transportation Plan
1. Why A New Transportation Plan?
The existing long-range transportation plan for Indianapolis-Marion County, Indy Moves, was adopted in 2018. Eight years later, the Department of Public Works and its partners delivered new trails, resurfaced and repaired the county’s most-travelled thoroughfares, converted multiple one-way high-speed thoroughfares into two-way community-oriented streets, installed road diets, constructed roundabouts, and facilitated expansion of IndyGo’s Bus Rapid Transit network and the Indianapolis Cultural Trail. While progress has been made to meet the goals of Indy Moves, DPW has had difficulty moving its priority projects through the department’s development cycle.
There are three key factors that negatively impacted the implementation of priority projects in Indy
Moves:
• Too Many Needs, Not Enough Funds: Between the size of DPW’s road network, the volume of its users, and historically inadequate state roadway funding formula, DPW works to address its maintenance backlog in a revenue-limited environment. Maintenance needs had to be prioritized to ensure Marion County’s roads and bridges could be safely travelled by its residents.
• Lack of a Fiscally-Constrained Capital Improvement Plan (CIP): While it identified key projects, Indy Moves did not identify a list of projects for capital improvement over the next ten years, their funding sources, or constraint within DPW’s projected available funds.
• Key Projects Were Not Competitive for Federal Transportation Funding: DPW relies heavily on federal funds from the Indianapolis MPO to complete capital projects. Over the past eight years, shifting emergent priorities and Priority Projects’ inability to score high for federal transportation match have made it difficult to move them forward.
In addition to these incompatibilities between plan and program, changes to Marion County’s transportation policy and infrastructure landscape necessitates a new analysis of existing conditions, needs assessment, and project prioritization. These include the construction and
Request For Qualification #RFQual-14DPW-2026-2 5 operation of IndyGo’s Bus Rapid Transit network, an updated Complete Streets Ordinance, a new
Vision Zero Strategic Plan, creation of the Indianapolis Asset Management Plan (IAMP), and rollout of the Community-Powered Infrastructure program. Additionally, a new Land Use Pattern
Book, Greenways For All Plan, and ADA Transition Plan are currently working through their final stages and will need to be incorporated into a new long-range transportation plan (LRTP).
Indianapolis DPW has also expanded their transportation planning capabilities. In addition to on-call consultants capable of providing corridor and intersection-level planning services, DPW has hired transportation planning staff to manage implementation of the new LRTP. This will be a change from the management of Indy Moves, which was primarily managed by a Transportation Planner in the
Department of Metropolitan Development (DMD). Embedding the new LRTP as a responsibility of DPW and treating it as a guide for its capital program is meant to increase the department’s ability to conduct transportation planning functions in a data-informed and resident-responsive manner.
A key goal of the new LRTP is to extend DPW’s Transportation Development timeline from five years to ten. This allows for proper planning, scoping, partner engagement, and planning-level cost estimation before a facility moves on to the design and construction phases. Currently, scoping is taking place during the design phase, which does not allow for adequate engagement, assessment, planning, and alternative evaluation across projects. Other components of the effort include a financially constrained CIP for projects to be constructed from
2032-2037 and a new thoroughfare plan that is responsive to land-use contexts around roadway facilities.
2. Plan Description and Goals
The 2028 Indianapolis-Marion County LRTP, titled Moving Indy Forward, is meant to be a plan that is consistently updated to incorporate periodic resident and representative engagement, changes in funding, infrastructure condition assessment, and other datapoints. The goals of Moving Indy
Forward include:
• Creating a living plan that is meant to be resilient, flexible, and responsive to change
• Assessing the existing transportation conditions and needs of DPW’s transportation network
• Creating a new Thoroughfare Plan utilizing a Context-Classification Process
• Assisting with identification of a Capital Improvement Program for 2027-37, based on a combination of prioritization output, engagement-informed strategies, existing infrastructure
Request For Qualification #RFQual-14DPW-2026-2 6 realities, and funding constraints. Moving Indy Forward will also identify illustrative projects for construction years 2038-2042.
Indianapolis DPW, in partnership with DMD, will be the lead agency managing the project. While this project is being primarily led by DPW, it is critical that DMD be involved due to the close connection of land use and transportation. DMD will provide land use guidance, transportation-planning expertise, data gathering and analysis, and engagement staffing for Moving Indy Forward.

Request For Qualification #RFQual-14DPW-2026-2 9
Pattern Book updates have engaged many multiple times, often with overlapping subject matter and intent. To reduce the negative impacts of plan fatigue on Marion County residents, the project team will work to inventory relevant existing engagement data from recent efforts before soliciting input on transportation needs.
• To ensure the LRTP incorporates the needs and preferences of the public, the effort will require engagement of Marion County residents through a limited number of town halls or by partnering with pre-existing local events.
• In addition to engaging local residents at larger meetings and events, the selected team will engage key organizations in smaller focus groups, including:
• Non-governmental partners, such as community-based organizations, anchor institutions, economic development organizations, and advocacy organizations
• Internal City-County departments and emergency services
• Political representatives within Marion County, including City-County Councilors, Township
Trustees, and Excluded City Representatives

Subtask 6A: Funding and Financial Constraints
• Summarize existing funding sources for DPW, identify other capital funding options that are available, but not currently implemented, by the City-County. This subtask will also include a summary of alternative avenues for project development and funding sources (such as the Community-Powered Infrastructure program and INIP), and funding conformance for the
2032-2037 project timeframe.
Subtask 6B: Project Prioritization and Evaluation
• Conduct evaluation of prioritized projects based on needs analysis, best practices, financial constraints, and public input. This will include assessment of the existing Indy Moves project list and which projects should be carried into Moving Indy Forward’s project list.
• The project prioritization tool created for this effort will need to have the ability for DPW staff to update prioritization input data, scoring, and weighting, as well as calculation of new project prioritization lists, without the need for an outside vendor to complete tasks.
Task 7: 2027-2037 Capital Improvement Program
Subtask 7A: 2027-2037 CIP
• Display and summarize projects currently in design and construction for the next five years
(2027-2031)

The selected team will also create a Context Classification Standards Table that will assist with informing planning-level scoping for various facility elements, such as number of travel lanes, preferred bikeway types, and spacing of traffic calming elements (curb bumpouts, controlled intersection, mid-block crossings, etc.).
Subtask 8D: Secondary Thoroughfare Enhancements
• Identify unique corridor types that should include enhancements for corridors with special uses, such as Greenway Corridors, Frequent Transit Corridors, Freight Corridors, and Safe
Routes Network.
