About this opportunity
The Pennsylvania Department of Transportation (PennDOT) is requesting proposals for statewide Quality Assurance and Technical Expertise services for the Ignition Interlock Program under RFP 3524R10-1, with proposals due September 30, 2026 at 4:30 PM EDT.
The contractor will conduct 420 quality assurance inspections annually at all opened installation service centers across Pennsylvania, provide up to 247 working days of technical expertise annually to resolve quality assurance issues with service providers and judicial authorities, and perform in-vehicle device testing up to four times annually. The contractor must also deliver 10 training sessions per year for law enforcement and judicial authorities, 45 annual refresher training sessions for service provider personnel, and quarterly data log reviews of ignition interlock vendor data (ten clients per vendor per quarter, randomly selected). Key personnel must demonstrate thorough understanding of ignition interlock device technical functionality and compliance with Pennsylvania Ignition Interlock Specifications, which establish requirements for breath alcohol analysis accuracy (±0.005 grams), anti-tampering features, camera functionality, data storage, and monitoring procedures. The contractor must develop a comprehensive transition plan at least 120 days before contract expiration or within 45 days of termination, and retain all PennDOT data for 90 days post-contract before secure deletion.
The initial contract term is five years, with the Commonwealth reserving the right to extend for up to three additional months. Compensation is deliverable-based with established pricing and escalation provisions. The contractor must perform at least 50% of total contract value and assume responsibility for all services. Evaluation allocates 65% weight to technical merit (soundness of approach and offeror qualifications) and 35% weight to cost, with up to 3% bonus points for domestic workforce utilization. Participation by Small Diverse Business and Veteran Business Enterprise is encouraged but not required. The contractor must achieve a minimum technical score of 75% to be considered responsible and demonstrate financial capability. The Commonwealth requires Worker's Compensation Insurance and Public Liability and Property Damage Insurance with minimums of $250,000 per person and $1 million per occurrence. A virtual pre-proposal conference is scheduled for September 16, 2026 at 1:30 PM EDT; RSVP required by September 14. Enhanced minimum wage of at least $15.00 per hour and prevailing wage obligations apply.
