This is a Technical Submittal document for RFP 3524R10-1 issued by the Pennsylvania Department of Transportation (PennDOT) for the Ignition Interlock Program. The RFP seeks a qualified contractor to provide statewide quality assurance monitoring and technical expertise for Pennsylvania's Ignition Interlock Program, which enforces restrictions on individuals convicted of driving under the influence (DUI) offenses. The primary services include conducting 420 quality assurance inspections per contract year at all opened installation service centers throughout the Commonwealth, providing technical expertise on up to 247 working days annually to resolve quality assurance issues with service providers and judicial authorities, and conducting in-vehicle device testing up to four times annually. Additionally, the contractor must conduct 10 training sessions per contract year for law enforcement and judicial authorities and 45 refresher training sessions annually for service provider installation and service center personnel. The contractor is also responsible for quarterly data log reviews analyzing ignition interlock vendor data, with ten clients per vendor randomly selected for review each quarter. The selected contractor must develop a comprehensive transition plan to be implemented at least 120 days before contract expiration or within 45 days of termination and must retain all PennDOT data for 90 days following contract end before performing secure deletion.
The RFP requires the contractor to demonstrate financial capability, provide resumes and experience documentation for key personnel with thorough understanding of ignition interlock device technical functionality, and submit a subcontracting plan for all subcontractors including small and diverse business participation, all subject to PennDOT's written approval. The contractor must develop and submit all training materials in electronic format to PennDOT's Graphic Services Center at least three weeks prior to any training session. Annual reports must be submitted by July 31st each fiscal year (July 1 to June 30) and include comprehensive statistical data on devices installed, sober miles driven, blood alcohol content impairment attempts thwarted, customer operation errors, device malfunctions, and circumvention attempts. The RFP requires the contractor to provide an emergency preparedness and continuity of operations plan addressing employee training, essential business functions, staffing contingencies during illness, alternative communication methods, and plan testing procedures. All personnel changes during the contract period require written approval from PennDOT's project manager prior to implementation.

TECHNICAL SUBMITTAL
I-1. Statement of the Project. State in succinct terms your understanding of the project presented, or the service required by this RFP.
Offeror Response
I-2. Qualifications.
A. Company Overview. To effectively discipline individuals who drink and drive (“Client”), the Pennsylvania General Assembly enacted a law set forth in the Pennsylvania Vehicle Code, 75 Pa. C.S. Section 3805, in 2003, giving authority to the Pennsylvania Department of Transportation (“PennDOT”) to require a person with a Driving Under the Influence (“DUI”) offense to hold an ignition interlock restricted license. PennDOT provides a list of approved ignition interlock devices for the client to use in Pennsylvania. When a client has been issued an ignition interlock device, the client will then receive a restricted license. The Ignition Interlock Program was developed and implemented using a process based on the law and the established specifications as found in the Buyer’s Attachment, Pennsylvania Ignition Interlock Specifications, July 2017 (“Specifications”).
The established PennDOT specifications provide for modifications if needed. Toward that end, technical expertise is needed to monitor the latest ignition interlock device technology and to provide options for modifying the specifications. Modifications may be based on quality assurance findings.
