About this opportunity

The California Department of Transportation (Caltrans) has issued Invitation for Bid (IFB) #54A0119 seeking an Insurance Risk Management Consultant to provide comprehensive insurance document management services for construction contracts. The selected consultant will be responsible for receiving, reviewing, approving, monitoring, storing, and securing insurance documents, with the ability to pre-approve and issue insurance certificates in accordance with Caltrans' Standard Specifications. Key personnel requirements include having a Chartered Property and Casualty Underwriter (CPCU) or Certified Insurance Counselor (CIC) designation, with specific experience in insurance compliance analysis. The contract will commence on July 1, 2025, or upon Department of General Services approval, and will expire on June 30, 2028. Bids are due by May 6, 2025, at 2:00 p.m., with a bid opening at 2:30 p.m. and a proposed award date of May 30, 2025. The procurement will be awarded to the lowest responsive and responsible bidder, with estimated work volumes of approximately 5,646 hours for basic insurance compliance tasks, 627 hours for senior review, and 702 hours for high-level consulting services.

The solicitation strongly encourages Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) participation, with a 25% small business participation goal and a DVBE incentive program. While DVBE participation is not mandatory, bidders providing DVBE participation may receive an incentive of up to 5% of their bid price. The contract is specifically designed to address the Division of Construction's inability to manage these insurance document processes internally, necessitating an external specialist with broad knowledge and experience in construction liability insurance. The consultant will work remotely, processing large volumes of insurance documents to ensure timely contract approvals and appropriate insurance coverage for Caltrans construction projects. Although specific budget ranges are not explicitly stated, the estimated work hours suggest a substantial contract value that would be attractive to specialized insurance risk management firms with expertise in transportation infrastructure insurance compliance.
