About this opportunity
Baltimore City Public Schools is requesting sealed bids for elevator replacement at Baltimore Leadership School for Young Women #348, with bids due August 17, 2026, at 11:00 a.m. via eMaryland Marketplace Advantage (eMMA), and questions due July 31, 2026. The procurement carries an MBE participation goal of 27% for certified minority-owned businesses and 10% for certified women-owned businesses.
All contractors must be prequalified by the Baltimore City Department of Public Works Contractors Qualification Committee and must hold EPA lead-based paint renovation certifications and criminal background clearance for employees. Work is located at 128 W. Franklin Street, Baltimore, Maryland, and must comply with Maryland prevailing wage standards and Baltimore City living wage requirements. Work hours are after 4:00 p.m. on weekdays during the school year or 7:30 a.m. to 4:00 p.m. during summer months to minimize disruption to school operations.
The scope includes base-bid elevator replacement with a $100,000 allowance for unforeseen work including HAZMAT testing and remediation, two alternate bids for modernization of elevators PE1 and PE3, and four unit-price items: masonry cleaning (8,000 square feet), brick masonry repair (400 square feet), brick masonry repointing (8,000 square feet), and relocation of existing 2-inch PVC piping from the elevator shaft (150 linear feet). Bids must be submitted in duplicate with all pricing stated in dollars and cents.
The contract term is twelve months or 365 days from the Notice to Proceed. City Schools reserves the right to select, reject, or accept any, all, or none of the alternates in any order and to terminate for convenience upon thirty days' written notice. A bid bond equal to 2% of the total lump sum bid price is required. The apparent low responsive and responsible bidder must return fully executed AIA Standard Form of Agreement documents and payment and performance bonds within ten business days of receiving the Notice of Intent to Award. Payment terms are Net 30 on an FOB Delivered basis.
A mandatory pre-bid site walkthrough is scheduled for July 27, 2026, at 10:00 a.m., limited to two representatives per company. The bid opening announcement occurs July 27 at 12:00 p.m. via Microsoft Teams. Addenda 1 through 5 have been issued; bidders must acknowledge receipt of all addenda and use only the revised bid price form attached to Addendum 4 or risk non-responsive evaluation.
