IFB-27002 Elevator Replacement at BLYSW #348 Questions from Pre-Bid Meeting

1. Are enclosures/barriers required to be constructed at all the elevator entrances?

Response: Noise, dust, and safety barriers in the form of temporary walls will be required to complete this work and should be included in the scope of the contractor’s work.

2. Please confirm the number of stops for Car PE3.

Response: There will be 7 stops for elevator car PE3, with the sub-basement level acting as the new elevator pit.

3. Does BCPS want to pay for and store spare parts as listed in the specification? Many of these parts would be covered by your city-wide maintenance agreement

Response: Yes, that is correct – add the spare parts as an alternate.

4. If PE1 is retained and only PE2 is replaced it may not be possible to provide 1 riser due to differences in fixtures, feature requirements and communication. Confirm if car 1 is not replaced, a new riser for car 2 will be installed. If they are replaced together, they can work together a single riser will be used for both cars

Response: Confirmed. Group functions will not be possible via 1 riser as the control systems will be conflicting. If only PE2 is replaced an additional riser (set of push buttons) will need to be installed at every landing. The two elevators will work independently from each other.

5. Is 100 hours of above and beyond labor included in the warranty?

Response: Yes, include the 100 hours of service to be included in the warranty as part of the base bid.

6. On the service elevator there is no way to get a new entrance frame in the basement, and the pit is too shallow to meet code. Recommend abandoning the basement level and using the space to create a code Compliant pit. Is this acceptable for the bid for the service car?

Response: Yes, allow the current sub-basement level to act as the new elevator pit.

7. Are we to include 100 hours of service in our bids like previous BCPS projects?

Response: Yes, include the 100 hours of service to be included within the base bid.

8. There is an allowance for $15,000 for abatement is that to be used for all abatement or just unforeseen?

Response: Please review solicitation documents Bid Proposal. $15,000 is not listed for abatement.

9. For planning purposes, does BCPS have an approximate NTP date?

Response: The project is slated to start after procurement is approved by the school board.

10. Please confirm that the site visit was mandatory and offerors cannot bid without having attended.

Response: Correct, a site visit is mandatory for all offerors.

11. Can a second site visit be provided to the bidders who attended the first mandatory site visit and their subcontractors?

Response: Yes, a second site visit has been confirmed.

12. Page 6 of 27 if the IFB, Section 4.G states that the contractor shall use prevailing wage requirements. Please clarify whether this project is subject to MD State prevailing wage requirements as it is our understanding that it is locally funded.

Response: This is a LOCALLY FUNDED project - there are NO Prevailing Wages and LOCAL MBE FORMS should be used for MBE Compliance. Baltimore City

Prequalification requirement for all trades.

13. Please confirm that the 10% WBE goal is a subgoal to the overall 27% MWBE goal.

Response: For a Locally Funded Project, if the MBE Goal is 27% and the WBE Goal is 10% the Overall Goal is 37%. To meet the Overall Goal of 37%, the Bidder must meet both the 27% MBE Goal and the 10% WBE Goal.

14. Is full time on-site supervision required from the prime contractor or will it be acceptable for the elevator contractor’s foreman to act as the supervisor when only elevator-specific work is taking place?

Response: The Contractor shall always have a responsible and experienced English-speaking supervisor on site for their employees and subcontractors when work is in progress.

15. Is builder’s risk insurance required?

Response: Builders Risk Insurance is required on all projects for Baltimore City.

16. Will the contractor be responsible for pulling the building permit and any associated building permit fees?

Response: The architect will apply for building permit and pay for the application fee, while the General Contractor will be responsible for all other permits and costs.

17. Please confirm that bid form Item #2 (Allowance of $100,000) will be used to cover all Hazmat testing and remediation/abatement for this project as needed.

Response: Remediation/abatement is identified in the AHERA report should be included in the base bid. This allowance is for unforeseen condition.

18. Bid form Item #3: Elevator PE1. Please confirm that all work within Section 142123 is not to be included within the base bid and shall only be included in this alternate bid item.

Response: The upgrades for PE1 are included in the base bid, but modernization is an alternate.

19. Bid form Item #4: Elevator PE3. Please confirm that the lowest elevator landing serving the basement can be abandoned as this floor is not in use and there are numerous clearance and logistics issues that would be cost prohibitive to the school if this landing was made code compliant. The pit would have to be excavated and multiple unrelated 4” electrical conduits would need to be re-rerouted. We recommend installing a raised platform in the shaft to serve as the pit below the first-floor landing and sealing off the lowest landing opening.

Response: Yes, allow the current sub-basement level to act as the new elevator pit.

20. Please clarify the phasing requirements if awarded more than one elevator. Can multiple elevators be modernized at the same time?

Response: Yes, however, one elevator must remain operational throughout the renovation.

21. Please confirm that this project is not subject to Buy American Steel Act.

Response: Correct, this project is not subjected to the Buy American Steel Act.

22. Will the contractor be given parking on site?

Response: City Schools is not responsible for on-site parking for this project.

23. Will the contractor be given access to the bathrooms on-site?

Response: Access to the restrooms on-site will be coordinated between the school’s principal and the construction manager.

24. Please confirm that access control / security work such as door card readers at the elevator are not the responsibility of the contractor.

Response: Yes, contractor is not responsible. Barrel key will be used.

25. Please confirm that it will be acceptable to complete this project over the 2027 summer break to avoid disruptions to the school during the school year.

Response: Coordination will take place with the successful contractor regarding the schedule.

26. Please confirm that work can be completed during normal hours (during the school year) if elevator work takes place behind the temporary barriers or in the machine rooms.

Response: Please refer to the Solicitation document. This project is to be all night work during the school year. During the summertime, the summer work schedule is in effect. This will be coordinated with the construction manager and school principal during the pre-construction meeting.

27. Please provide the POC information for the incumbent fire alarm servicer.

Response: Fire Alarm is currently monitored by Baltimore City Public Schools. Any modification to the existing fire alarm should be coordinated with the Construction Manager and the Contract Maintenance department of Baltimore City Public

Schools.

28. 004322 – UNIT PRICES FORM, 1.3 – Please clarify if these unit prices are required with the bid as these are not included on the actual bid proposal pricing form.

Response: Unit prices will be updated in the bid proposal form.

29. 012100 – 4. SCHEDULE OF ALLOWANCES – Please clarify if these allowances for the specified quantities in this section are required to be included within the base bid.

Response: Allowances will be updated in the bid proposal form.

30. 012233, 1.5, A. Please confirm that the offeror’s in-house staff can take the construction photographs and that we do not need to hire a separate professional photographer for this project.

Response: Professional photos are not required; however, quality must uphold as specified.

31. 018113.33, 3.3. Please confirm that IAQ testing is not required as this is not a typical requirement for elevator modernization projects.

Response: Construction IAQ management must be maintained including cover/ close openings in ducts and other related air-distribution component openings with tape, plastic, sheet metal, or other approved methods before beginning dust-producing operations and maintaining until dust-producing operations are complete. Testing would only be required if precautionary measures are not maintained.

32. Please confirm that each elevator pit floor slab is to receive new epoxy paint.

Response: Correct and confirmed.

33. 142123 1.6. Please confirm that the offeror is not required to include an extra 100 onsite service hours for the elevator technician as a part of the base price (which is a typical requirement for BCPS elevator modernization projects).

Response: 100 hours of onsite service to be included in base bid price.

34. Please define the interim elevator maintenance responsibilities of the offeror. Will the incumbent maintenance provider retain elevator maintenance responsibilities until each elevator is taken out of service?

Response: Correct.

35. Please confirm that BAS integration is not required for the new HVAC systems. If required, please provide the POC information for the incumbent BAS servicer for pricing purposes.

Response: BAS integration is not required.

36. Please confirm that new elevator pit sump pumps are not required for this project.

Response: Confirmed, not required.

37. Please confirm that BCPS will cover the subscription costs for phone monitoring for the modernized elevator.

Response: The subscription costs for phone monitoring for the modernized elevator should be covered under the contractor’s price during the warranty period.

38. The electrical drawings do not show elevator hoist way lighting all the way up each elevator shaft which is an ASME 17.1 2022 code requirement. Please confirm that this work is to be included within the bid price for each elevator.

Response: Per chief inspector with the state of Maryland, modernization projects under 2022 code will not be required to install hoist way lighting or automatic controls, or flood detection. The only 2022 requirement pertaining to this project will be load sensing ladders, however with the walk-in pit design of elevator #2, there will be no ladder requirement. If PE1 is modernized, the ladder will need to be replaced with a weight sensing ladder.

39. Will the contractor or the owner be responsible for running new CAT6 network cabling from the IT closets to the elevator machine rooms to serve the new 2-way communications systems in the elevators?

Response: It is the responsibility of the general contractor to provide required two-way communication.

40. It was observed at the site visit that the main electrical source panels in the basement are damaged and have sections that are heavily corroded due to active water leaks at the ceiling and walls above them. In addition, the raised wooden platform to access these main electrical panels is deteriorated and appears to be structurally unsafe. Please confirm that these unsafe working conditions will be addressed by BCPS prior to the project starting.

Response: Bid forms will be revised to include allowance for repair of existing electric panel / conduit and reconstruct/replace wooden platform. Contractor will be responsible for providing the work. City School will address the leaks.

41. The electrical drawings show us bringing power from MDP-1. During the walkthrough we observed that MDP-1 is rusting and falling off the wall and not a viable option to use. The troughs are rusted at the bottom as well and you are able to see through them. There is water dripping over the equipment that also needs to be addressed. Per conversation with City Project Manager the Equipment and corresponding components need to be replaced.

Response: Bid forms will be revised to include allowance for repair of existing electric panel / conduit.

42. Is it possible for BCPS to have an Electrical Engineer take a look and access this issue?

Response: Please see responses to questions 40 & 41.

43. Please advise if this will be completed prior to the project starting.

Response: Please see responses to questions 40 & 41.

44. Can the new electrical feeders for each Elevator be routed up the interiors of their corresponding elevator shafts? If not, is there an existing chase that can be used? Please advise.

Response: Yes, the electrical feeders related to the elevator are allowed to be within the hoist way.

45. For the Freight Elevator there are (7) 3" conduits that cannot be rerouted on the Sub-Basement level blocking the lobby elevator entrance door of the Elevator. Can the Freight Sub-Basement level stop be eliminated from the scope of work?

Response: The current sub-basement floor will act as the new pit for the freight elevator.

46. Please clarify the basis of award (Bid Item #1 only, or the total of all Bid Items).

Response: Bid forms will be revised. Basis of award is the total of all bid items is accepted by the owner.

47. Please confirm that the contractor is to include the work items required by ASME 17.1 2022 edition that are not shown on the drawings:

A. ASME 17.1 2022 – Section 2.1.7: Illumination of Hoistways.

• Not required per AHJ

B. ASME 17.1 2022 – Section 2.1.7.1.3: Automatic controls for hoistway lighting

• Not required per AHJ

C. ASME 17.1 2022 – Section 2.2.4.2.7: Ladder electrical device for pit access ladders.

• Required for PE1 only if modernized

D. ASME 17.1 2022 – Section 2.2.9: Flood Detection Means

• Not required per AHJ

E. ASME 17.1 2022 – Section 2.27.13: Flood Detection Operation

• Not required per AHJ

48. A1.0 note #21 states to remove the wall. Note #3 states Existing Rails to remain. Existing rails are mounted to the existing wall. Please advise.

Response: It is the understanding of the design team that these rails are horizontally braced via brackets to the CMU shaft walls. Metal studs and gypsum board wall does not support rail loads.

49. There are only 2 companies listed in the Baltimore City MBE directory that are listed for elevators that perform testing or they are suppliers. These particular companies do not perform modernization work. With roughly 75% of the project being the actual elevator modernization, how can BCPS expect the contractor to provide 37% MBE with a sub goal of 10% on an elevator modernization where the majority of the 25% other work is electric and a small amount of HVAC?

Response: All potential prime contractors are responsible for making a good faith outreach effort. If after making a good faith effort the prime contractor determines that the goal is unattainable, they can submit a request for a partial or full waiver. Waiver documentation is included in the solicitation. With the waiver request, supporting documentation showing good faith outreach should be submitted, the acceptable documentation is listed on the waiver request form.

50. A1.1 note 21. Is wall removal part of the base bid?

Response: Yes, removal of the wall shall be included as part of the base bid. See response to question 48 for additional information.

51. Please confirm rear parking lot can be used for storage and crane pick

Response: Parking and staging area for crane to be coordinated with City Schools and school personnel once bidder is selected.

52. The platform in the electric room is deteriorating from water damage and is not stable to stand on to work on the switchgear, MDP 1

Response: Bid forms will be revised to include allowance for reconstruct/replace wooden platform. Contractor will be responsible for providing the work.

53. Regarding the new elevator code, there should be lights in the shaft per code.

Response: Per chief inspector with the state of Maryland, modernization projects under 2022 code will not be required to install hoist way lighting or automatic controls, or flood detection. The only 2022 requirement pertaining to this project will be load sensing ladders, however, with the walk-in pit design of elevator #2, there will be no ladder requirement. If PE1 is modernized, the ladder will need to be replaced with a weight sensing ladder.

54. On print E201 has a wall mounted lighting fixture that do not show on the lighting schedule. The fixture is in the Elevator lobby.

Response: Provide elevator lobby wall sconce to be Visa Lighting: CB6252 Masque 17” Wall Sconce. Finish to be selected by City Schools.

55. In the passenger elevator Penthouse elevator #1 is an existing controller that is a TAC 50. Passenger elevator #2 controller will be new, and they will not talk to each other. For the fire alarm, do I need separate modules for the hat, alternate, primary and smoke detectors.

Response: All elevators must meet current ASME A17.1 2022 and IBC requirements for fire safety and recall functionality. The way this is achieved is to be determined by installation vendors and/or their subcontractors prior to submitting bids.
